The course aims to strengthen reporting on the application of ratified ILO Conventions. Member States are obliged by the ILO Constitution to produce such reports.

Target audience

Target audience

Government officials responsible for reporting on the implementation of ratified ILO Conventions; representatives of employers' and workers' organizations responsible for monitoring reporting activities.

Objectives

Objectives

To enable participants to:

  • have background knowledge of the ILO and its ILS system;
  • have a detailed knowledge of the role and operation of reporting in the ILS system;
  • use ILO's and ITCILO’s database and resources relevant to ILS reporting; and
  • prepare (or participate in the preparation of) the reports on the application of ILS.

Content

Content

The course will consist of 16 learning sessions covering the following: getting started; background to the ILO and ILS reporting; reports on ratified Conventions under Article 22 of the ILO Constitution; report types; report forms; report content; Committee of Experts comments; communications and consultations; recap and reporting assignment presentation; report of the Committee of Experts; Conference Committee on the Application of Standards; regular reporting cycle; exceptions to the regular reporting cycle; calendar of action on ILS; reporting challenges; and final recap.

A tutor will follow participants’ progress through the course.

Format and Methodology

Format and Methodology

Methods will include:

  • downloadable pdf files with step-by-step substance of the course;
  • Internet-based multiple choice and short answer quizzes for return to tutor;
  • short film presentations, including screen shot presentations of NORMLEX database;
  • a forum with topics for discussion;
  • a library with a collection of information dealing with the substance of the course; and
  • evaluation surveys at the end of each session and at the end of the course.

Participation in the training includes a major written assignment, namely the preparation of a detailed report on the application of a ratified ILO Convention.
