The course will familiarize participants with the principles, functions and main characteristics of labour inspection. The course will familiarize participants with the principles, functions and main characteristics of labour inspection. Participants will be able to choose from different compliance strategies and carry out a comprehensive and effective labour inspection visit relating to working conditions and occupational safety and health, applying new tools and a set of indicators to identify the employment relationship.

Target audience

Labour inspectors and managers from labour inspectorates; ILO officials and staff from technical cooperation projects; employers' and workers' representatives with a special interest in labour inspection; experts, researchers and consultants in labour-related issues.

At the end of the course participants will be able to:

  • Describe the principles, functions and main characteristics of labour inspection;
  • Identify the key issues to take into consideration in the preparation, conduction, and follow-up of an inspection visit;
  • Describe the main issues concerning the inspection of working conditions;
  • Describe labour inspection of key occupational safety and health issues;
  • Explain the differences and inter-linkages between various compliance strategies;
  • Apply a set of indicators to identify the employment relationship;
  • Identify the applications of the main tools for labour inspection activities.

The course consists of 7 modules:

  1. Introduction to labour inspection: principles, functions and main characteristics;
  2. Strategies of compliance;
  3. Inspection of working conditions;
  4. Inspection of the employment relationship;
  5. Inspection of occupational safety and health;
  6. Labour inspection visit;
  7. Tools for labour inspection.

Format and Methodology

Format and Methodology

This innovative e-learning course has been designed according to a learner-centred approach in order to better involve participants and keep them motivated. It is highly interactive and engaging. Different methods have been used such as storytelling, scenarios, videos and interactive activities to make the content interesting, relevant and also entertaining.

The course is composed of 7 modules. Each module contains texts, short animations, exercises and assignments. Participants are expected to complete a module per week, but they can learn from
any location, any time of the day or night (the course is delivered through distance learning in asynchronous mode with no live sessions).
During the course, participants will be asked to make comments on specifi c topics and to discuss different issues in a dedicated forum.
After the participant has completed each module and submitted the assignment through the course platform, a tutor will provide feedback and the participant will be given access to the next module.
