Technical specialists; national project coordinators; project managers and assistants; staff of international organizations; national development planning officials; non-governmental organization officials involved in the development of project proposals and in resource mobilization activities.

The objectives of the training are:
• To strengthen participants’ skills in designing and writing good project proposals, including skills on how to oversee such processes; and
• To enhance participants’ ability to identify and leverage opportunities to mobilize financial resources for projects

Content

Content

During this training, participants will strengthen their skills in designing projects and writing successful project proposals. In addition, they explore the techniques used to identify opportunities for mobilizing a project’s budgetary resources, including many useful practical hints. At the end of the training programme, participants should have developed a written project proposal that later can be adapted to meet the needs of a real life situation in their professional contexts. 

Content by phase:

Distance learning module before the workshop (2 weeks duration and the equivalent of 20 hours of learning)

  • The first phase will introduce the main project identification and design processes and will give an overview of the funding mechanisms.
  • At the end of this module and in preparation for the face-to-face workshop, participant will have reviewed the project design processes, identified a potential project idea, and collected data and information about its context.

One week face-to-face workshop equivalent to 30 hours of learning 

During the face-to-face workshop, participants will recap project design processes and stakeholder engagement; the Logical Framework Approach and the coherence and structure of project documents as well as the most commonly used project appraisal mechanisms and criteria (relevance, efficiency, effectiveness, impact and sustainability).

  • They will explore in depth how to structure a project, i.e. how to develop its concept, strategy and plan, and how to translate this into a coherent and comprehensive project document.
  • Participants will also explore in a tangible way the instruments of project operational planning (implementation plan and budget, monitoring and evaluation plan and risks management plan) and their representation in the project document.

Follow-up module at distance (2 weeks duration with the equivalent of 20 hours of learning)

The final module is conducted at distance again and provides coaching opportunities. 

ITCILO experts will accompany participants – working in small teams – in writing project proposals up to when they are ready for appraisal.
