ACADEMY ON SKILLS DEVELOPMENT, 8 - 19 May 2017

This Academy is a unique learning, knowledge-exchange and networking opportunity for everyone who wants to make a difference in the area of skills development and TVET in developing and emerging economies. It is directed at policy makers, government officials, social partner representatives and other experts and practitioners working in national institutions and NGOs, but also at experts working at the regional and international level. The Academy aims at stimulating learning and knowledge exchange on policies, challenges and options for building effective, responsive and inclusive skills development and TVET systems.

THEMATIC AREAS

The contents of the Academy will evolve around the following thematic clusters:

Skills development policies 

This cluster comprises thematic area such as the ILO conceptual framework and the ILO-G20 Training Strategy, the development of comprehensive skills development policies, TVET governance, coordination and their linkeage to labour market needs. Also, the involvement of social partners in skills development policies and practice will be discussed. 

Academy on Skills Development 9Management of skills development systems

This refers to the definitions and inter-relations in skills development and TVET systems, as well as single components of skills systems, such as: financing arrangements for TVET, quality apprenticeship systems, sectoral skills policies, quality assurance in TVET and the management of training providers.

Responsiveness to labor market challenges

Emphasis is laid on how skills development can support economic productivity and innovation. This includes the anticipation of skills needs; skills development so support industrial development, the development of entrepreneurship skills and public-private partnerships.

Skills development for social inclusion

Another important area is the potential of skills in contributing to the socio-economic inclusion of disadvantaged groups, particularly youth. This includes skills for rural development, skills acquisition in the informal economy and training provision in a context of fragility and displacement. In addition, a gender perspective shall be applied.

ACADEMY STRUCTURE

The Academy programme is composed of the following elements:

  • Morning Lectures

Each morning, a 90-minutes lecture takes place in plenary on a cross-cutting strategic topic in the area of skills development.

  • Elective Courses

Participants can choose between a number of Elective Courses which will be organized in parallel. Elective Courses deal in a more focused way with specific topics related to the development of skills policies, the management of skills systems and the challenges found in specific system components.  Lectures and interactive adult learning methodologies will alternate during the Elective Courses.

  • Inspiration Sessions Academy on Skills Development 8

A specific time slot will be dedicated to presentations by the participants themselves. All participants are invited to share an innovative practice or an original solution for a specific problem that they would like to share with other participants.

  • Participatory learning and exchange sessions

Several sessions of the Academy will be reserved for actively stimulating an exchange of knowledge between participants.

  • A Policy Development Exercise

Participants will engage in the design of a skills development policy that needs to respond to a specific case study and comply with a set of criteria. This exercise will help participants to understand the elements of a comprehensive skills development policy and stimulate them to re-capture, exchange and apply the contents of the different courses and lectures of the Academy. Academy on Skills Development 5

  • Local study visit (1/2 day) 

A study visit to a local training provider will be organized, to illustrate some of the principles of skills development in a real case.

  • Training materials

Participants will be given access to all training materials (presentations by lecturers and background reading) in electronic format and on our E-Campus. For the duration of the Academy, participants will be provided with a tablet to access and download the training materials any time during the Academy.

The faculty consists of recognised experts, academia and practitioners, including ILO staff and staff from international agencies, as well as representatives of international agencies working in the area of skills development. 

 

METHODOLOGIES 

While the Morning Lectures will be organised in a lecture-style in plenary, during the Elective Courses a participatory and dynamic approach will be applied. Short lectures will alternate with practical exercises, knowledge sharing and case studies to enhance the learning transfer. During the Participatory Learning Sessions and the Policy Development Exercise, modern adult learning methodologies will be applied to enhance mutual exchange and peer learning. Academy on Skills Development 6

 

LANGUAGES 

The main language of the Academy will be English with simultaneous interpretation into French and Arabic. Selected sessions and presentations will be presented in French and Arabic with simultaneous interpretation into the other languages.

Interpretation into all languages will be available for Morning Lectures, Participatory Sessions and Inspiration Sessions. For selected Elective Courses, interpretation will be provided based on preferences expressed by participants. Due to logistical reasons, it will not possible to provide interpretation for all Elective Courses. However, interpretation will be guaranteed for a minimum of one or two Elective Courses per day, throughout the whole Academy. Academy on Skills Development 4

 

COSTS 

The total cost of this Academy is 3,625 per participant.
This comprises:   

  • Training fees, covering training materials, programme preparation, implementation and evaluation
  • Subsistence costs, including full board and lodging at the ITC-ILO Campus and minor medical care.

 

ITC-ILO will have a limited number of partial fellowships available. The amount of each fellowship is 1,400. To receive a fellowship, please enquire early!

TRAVEL

The course fee does not include the cost of travel between the country of origin and the ITC-ILO Turin.

DEADLINE FOR APPLICATION 

20 March 2017

The final communication on acceptance to the Academy and award of fellowships will be communicated latest on March 31st 2017. 

Only candidates who present both, the online form and the sponsorship letter, will be accepted.

 

VISAS

Participants are responsible for obtaining the necessary Schengen visa. Visa applications should be made at least four weeks in advance.
