This course will equip participants with the knowledge and tools required to set up a performance management system or strengthen an existing one, with a view to enhancing public sector efficiency and effectiveness. In addition, participants will be exposed to mechanisms and initiatives for improving labour relations in the public service.

This course will equip participants with the knowledge and tools required to set up a performance management system or strengthen an existing one, with a view to enhancing public sector efficiency and effectiveness. In addition, participants will be exposed to mechanisms and initiatives for improving labour relations in the public service.

Senior and middle-level public sector managers; officials from national, provincial and local governments; officials from the labour administration system, including provident funds and social security schemes; managerial staff from state-owned enterprises; representatives of public sector trade unions.

At the end of the training programme participants will be able to:
• Describe the context, scope and objectives of a results-based management system in the public sector;
• Formulate an outline of a performance management system for a public sector organization;
• Explain the legal framework, the scope and different aspects of labour relations in the public sector;
• Outline the main requirements and features of a harmonious labour relations system in the public sector.

• Labour dispute prevention and resolution in the public sector;
• Good practices relating to performance management and labour relations in the public sector.

Format and Methodology

A participatory approach combining presentations by international experts, discussions, exercises, case studies and group work will be adopted throughout the workshop.
In addition, the study tour will expose participants to the main policies and good practices relating to performance management and labour relations in the public sector in the Netherlands.
