This course provides advanced knowledge and management tools for performing feasibility studies on national social protection floors based on fiscal-space analysis and poverty-impact assessment. The course proposes to focus on practical ways of establishing an analytical facts base for the implementation of national social protection floors. The course is intended as an introduction to technical assessment in the field of costing and assessing the poverty impact of comprehensive social protection systems.

The course is designed for policy planners, advisers and technical staff working in relevant governmental structures and social security institutions, as well as representatives of workers' and employers' organizations involved in the development and implementation of social protection programmes.

Objectives

The main objectives of this G20 capacity building and e-learning platform is to update on the emerging instruments as well as on global developments related to the social protection floor. The platform will also help strengthen the capacity of key actors and stakeholders involved in the management, governance and design of
comprehensive social protection systems and implementation of social protection extension strategies.

The G20 e-learning platform on social protection is designed for 60 training hours over a 3-month period (around 4/5 hours per week). A designated tutor will help participants to cope with the e-learning platform, and make sure they understand how to work their way through the course. The tutor will also help participants to form learning communities, engage with the course materials and apply knowledge from the proposed five training modules to their workplace.

Format and Methodology

Each training module of the proposed G20 capacity building and e-learning platform features the following components:

  • A learning space with access to synchronous and a-synchronous learning events. The synchronous space consists of a training calendar with training events and the possibility to participate in live lectures on specifi c topics. The a-synchronous space consists of different self-paced e-learning components such as online modules and targeted readings.
  • A self-evaluation space where participants can find quizzes and activities that help them identify where they stand in terms of knowledge and get targeted feedback pointing to the right readings and answers available in the platform.
  • A sharing space where everyone can comment on the studied material and interact with their fellow classmates.
  • A module assignment that aims to summarize and assimilate the subject material covered by applying it to the participants’ national situation. The combination of these three different elements leads to an integrated capacity building and e-learning platform.

In addition, the applied project (or final assignment) constitutes a focal point of this course. Starting from the first week, the module assignments will gradually become the building blocks of that main project. Guidance will be periodically provided by the course tutor so that everyone comes up with a comprehensive country
assessment and analysis.
