Developing a monitoring and evaluation  framework for youth employment programmes

Content

The integration of a M&E plan in youth employment programmes is crucial to determine their successful achievement of results. This course will offer specific leads on how to plan for M&E right from the design phase of such programmes and a pragmatic step-by-step training for implementing the evaluation will be followed over the five days of the course. The course will include:

• Conceptualising employment indicators relevant for young people and integrating these indicators in a
programme according to the theory of change and following the logframe approach

• Discussing the different types of evaluation and their suitability for different types interventions

• Focusing on impact evaluation to understand why it is important, how and when should be carried out

• Comparing several counterfactual evaluation methods to measure directly effects of youth programmes:
experimental versus non-experimental methods

• Finding out about data needs, sampling and survey tools focused on youth

• Managing the evaluation: timeline, budget, data collection and analysis, findings dissemination.

A selection of case studies focused on youth labour market interventions and their respective impact
evaluations will be analysed. Gender issues and the needs of the most vulnerable youth will be carefully
mainstreamed.
