Gender and Labour towards Empowering Women in Fragile Settings

This seventh module of the one-year training programme for Afghanistan took place in New Delhi on 19-23 September 2017, thanks to fruitful cooperation between the ITCILO, the VV Giri National Labour Institute, and ILO India.


The training provided participants[1] with the opportunity to discuss key concepts and definitions relating to gender and labour, and insights into trends, roles, and invisible barriers to accessing the labour markets in fragile settings.  Participants were able to analyze supply and demand for women’s participation in labour markets and to compare approaches and policies for women’s empowerment in specific cultural contexts.

In particular, a panel discussion addressed macro and micro approaches to women’s empowerment, with the participation of Ms. Ankita Upreti Sibal of SEWA, the Self-Employed Women Association; Dr Rishi Raj Singh, Director of Training at the National Institute for Entrepreneurship and Small Business Development; and Ms. Ratna Anjan Jena, Statistical Adviser on Gender Issues and SDGs, Ministry of Women and Child Development. Participants were thus able to gain some useful insights into best practice on women’s empowerment in the region.

In addition, three study visits took place to maximize international exposure, provide inspiration, and facilitate knowledge exchange between participants, their organizations and local Indian TVET institutes and research facilities. The group visited the IL&FS industrial training institute in New Delhi, the National Vocational Training Institute for Women in Noida, and the VV Giri National Labour Institute where the delegation met the Director-General Dr H. Srinivas and the faculty.

[1] 30 participants from the Ministry of Labour, Social Affairs, Martyrs and Disabled (MoLSAMD) of the Islamic Republic of Afghanistan as well as representatives of Workers’ and Employers’ Organizations in the country.
