Human resources management

Our approach to human resources management is to identify and develop professional competencies.

The competency-based approach has multiple applications, and is closely connected with:

  • ILO Recommendation No. 195 on human resources development;
  • the concept of decent work, coined by the ILO, which encapsulates the aspirations of individuals concerning their working life;
  • ILO Resolution on skills for improved productivity, employment growth and development (97th session, 2008);
  • the Millennium Development Goals, especially that of developing a global partnership for development, and the point stressing strategies to give young people dignified, productive work;
  • ISO standards in the 9000, 14000 and 18000 series, which stress human resources as a factor in good quality or safety management. HRM2

The competency-based approach has a positive impact on selection and recruitment, staff training, career development, performance assessment, equal opportunities and gender balance. It is an integral factor in the organization’s strategy and its improvement of productivity, quality of employment, products and services.

We offer opportunities to managers, officials and consultants responsible for organizational development and human resources management to acquire, update and enhance their skills in this field.

Specific learning activities include:

  • “Design of competency-based human resources management”  (blended course, also offered in French)
  • “Gestión de recursos humanos por competencias” (distance course)
  • “Evaluar el desempeño y certificar personal por competencias” (blended course)
  • “Describir puestos y seleccionar recursos humanos por competencias” (blended course).
