A new year for the ILO’s “Scream in Action” project

The official inauguration of the second year of the “Scream in Action” project for Turin took place in town today. “Scream” is an ILO/IPEC project to raise awareness of child labour through education, media and the arts. This year, the project, run by the NGO “Young Frontiers” with the support of the Province of Turin and the Piedmont Region, will involve 15 local schools and the “Ferrante Aporti” children’s home.

The Centre offers standard courses, customized learning events, comprehensive training projects, advisory services, and training material design and production. Around half the activities take place on campus and half in the field or at a distance. Besides the standard courses described in this Catalogue, the Centre organizes tailor-made programmes that meet the specific needs of countries in the following regions: Africa, the Americas, Arab States, Asia and the Pacific, and Europe: 29 new courses are available for 2009. Courses are held in Arabic, English, French, Portuguese, Russian and Spanish. The titles and descriptions in this Catalogue are in the language of the course (except for Arabic and Russian). Trafficking in human beings is, indeed, a sickening violation of human rights and a horrible criminal act. It is often associated with other crimes such as child labour, forced labour and exploitation, and has been called a ‘modern form of slavery’. Combating trafficking in human beings has been high on the international agenda for over a decade and the most dramatic cases obtain massive media coverage. However, due to its complexity, this issue is still widely misunderstood and underestimated, both by civil society and all those who, in one way or another, have to deal with it, notwithstanding its deep impact both in developing and industrialized countries all over the world.

Afghanistan is in the headlines of the world’s media almost every day. News about the country mostly relates to terrorist attacks, bombings or kidnappings. Still, there is another Afghanistan which, despite all the difficulties, is struggling to get back to its glory days, when the country was a crossroads of culture and commerce, by laying the foundations for a better future of peace, social justice and economic development. This last depends on the reconstruction of the industrial and commercial sectors and of the bodies that represent them. These have been, and still are, undermined by security problems and the lack of the necessary structural reforms, which are in the making.

A sunny day welcomed the hundreds of visitors who decided to visit the UN campus in Turin, which hosts the International Training Centre of the ILO, the United Nations Interregional Crime and Justice Research Institute and the United Nations System Staff College. For the second time since its creation, the campus opened its doors to celebrate United Nations Day (24 October) by giving the local community an opportunity to discover the scope, mandates, activities and premises of the three UN organizations it hosts. Activities such as presentations by international staff members, photo exhibitions, video displays, guided visits and more aimed at satisfying the visitors’ interest. To give a real “taste” of what working and living in an international community means, an ethnic meal with dishes from all continents was served.

The first Inter-Agency Conference on Local Economic Development (LED) started today at the Centre. Over the next three days, the Conference, organized by the International Labour Office (ILO) with the Organization for Economic Co-operation and Development (OECD), will give a taste of different LED approaches applied by a number of bilateral and multilateral development agencies*. It aims to promote better knowledge sharing and partnership building to boost local economies, create employment and reduce poverty. The event is held in conjunction with Terra Madre, the important festival of the world’s food communities, which is also taking place in Turin from 23 to 27 October.

Young people (aged 10-24) account for more than a quarter of the world's population. Some 86 per cent of them live in developing countries where, every day, they face unemployment, exploitation, inadequate schooling, inadequate skills, health risks, violence and crime. This entails a tremendous social and economic cost to their societies. Accordingly, comprehensive programmes to support the young are urgently needed in many countries of the world. However, country-level investments in policies and programmes for young people are few and not always adequate.

The transformation in the way human beings interact, relate and learn is accelerating. What needs are emerging? What opportunities are available? How should a training institution strengthen its work in this new context? A three-day Learning Lab, attended by 32 ITC-ILO staff members, took place on campus to reflect, challenge and push the boundaries of their training practice. In an environment designed to foster collaboration and innovation, staff had the opportunity to explore new thinking, new tools and new developments.

In 2005, 191 million people, 3% of the world’s population, lived outside their country of origin. Forecasts show this number rising. This has put the phenomenon of international migration at the heart of national, regional and international policies, because labour migration has a strong impact on the economy, the job market and development. Migrant workers are especially vulnerable in terms of limited rights and protection. In response to this, and in the wake of the resolution adopted by the International Labour Conference in 2004, the ILO has drawn up a plan of action and a multilateral framework for fair globalization for migrant workers.

After a preliminary period of study at a distance, on 1 September the so-called “residential” phase of four postgraduate courses started here on campus for about 100 participants from 47 countries. The Master’s course on Cultural Projects for Development, the Master’s course on World Heritage at Work, the Master of Laws (LL.M.) in Intellectual Property and the Master of Science (MSc) in Public Procurement for Sustainable Development are part of a wider portfolio of postgraduate courses run by the ITC-ILO in conjunction with the University of Turin and Turin Polytechnic, and enriched by the contribution of top-notch academics and prominent subject experts from all over the world

Two parallel training courses for fishing sector employers’ and workers’ representatives from 16 Latin American countries took place at the ITC-ILO in Turin from 18 to 22 August. Course participants will now gather in Bamio, Spain, together with the participants in another Centre course attended by government officials. This second, “tripartite” phase, focusing on the ILO Convention on the “Work in the Fishing Sector” (No.188), is due to end on 29 August.
