The main goal of the Centre’s training, learning and capacity-development activities is to strengthen the competencies of institutions which provide services, training and advice to the final target audiences at the country level.

The Turin Centre intends to be a state-of-the-art training institution that combines subject-matter expertise, advanced teaching approaches and sound programme management. It provides these services in line with ILO Recommendation No. 195 on human resources development to promote policies and programmes which facilitate lifelong learning and employability, stress the importance of innovation, promote investment in information and communication technology for training, and reduce inequality. The implementation of this Recommendation supports the Decent Work Agenda at the country level. This is facilitated by strengthening the capacity of ILO constituents and other development players through training and learning. Adult and lifelong learning, as defined in the Belém framework for action, are integral to a knowledge-based society in which all forms of learning are valued
