Employment Policies and Skills Development

The ILO has always emphasized the central role of employment and decent work in achieving sustainable development goals. Global policy frameworks including the Global Employment Agenda (2003), the Declaration on Social Justice for a Fair Globalization (2008), and the Global Jobs Pact (2009) set out a coherent vision and provide guidance on how to combine growth with more and better jobs.

In line with the above, our work focuses on the development of knowledge products and learning events to support the long-term capacity of governments and social partners in contributing to and influencing the design and implementation of policies and programmes on employment and skills development.

Bringing together ILO constituents and other development stakeholders, our learning sessions stimulate constructive exchanges and offer policy and practical insights and tools for informed decision-making on the subjects covered.

Courses are offered in:

  • employment and labour market policies
  • public investment and employment programmes
  • youth employment
  • green Jobs: linking the environment and the world of work
  • skills policies and systems
  • the labour-market inclusion of people with disabilities

Employment Policy Course

The course is designed to forge a common understanding of the process underpinning a coherent national employment policy framework that draws on broad-based national ownership and social dialogue. It considers a menu of different pro-employment policy measures, which can be tailored to the national situation and yield concrete results.

The ILO Skills Academy

The ILO Skills Academy provides a unique opportunity for government officials and social partners to become exposed to effective skills-development policies and systems that are responsive to current labour market and economic challenges. It provides a platform for examining existing approaches and for discussing innovations in the skills and employability area.
