As part of the strategic objective of the ILO to promote full and productive employment, the Employment Policy and Analysis Programme endeavours to support the capacity of governments, social partners and other stakeholders to design, implement and analyse employment and skills development policies and programmes.

The programme handles a range of activities, including master’s programmes, training courses, knowledge-sharing events, experts meetings and conferences. Depending on their specific nature, activities may address: university graduates; researchers and analysts; policy makers; implementers; and/or staff of donor and development agencies (including ILO staff). Mixed audiences are often brought together as appropriate at such activities in order to stimulate an exchange of perspectives and insights on what works and what doesn’t work with regard to employment and training systems and programmes.

What works for youth employment?
Following a project cycle management approach, participants will first be taken through the successive stages of designing and implementing programmes to promote decent work and income earning opportunities for young men and women. Various types of programmes will be reviewed and analysed to identify conditions for success and for local adaptation.
