Delnet/EMLD - supporting local development

Delnet is part of the Enterprise, Microfinance and Local Development Programme of the ITC-ILO. It has supported and assisted local players in promoting territorial development since 1998. Delnet targets technicians, managers and officials of both public and private institutions involved in local development and decentralization. It offers training, information, technical advice and networking tools, using the most up-to-date information and communication technology. Delnet brings together more than 2500 institutions in 75 countries all over the world. It operates in English, Spanish and Portuguese.ld3


Delnet’s aim is to facilitate access to global and local knowledge and thereby help local players to encourage and manage development in their own areas. For this purpose, it offers a set of courses (distance-learning, face-to-face or a mixture of the two) on the following topics:

  • management of local development
  • a gender approach to local development
  • sustainable tourism and local development
  • generating local economic development through cooperatives
  • business development services
  • disaster risk reduction within the framework of sustainable local development.


We consider that training on its own is not sufficient to enable local players to overcome the major development challenges in their areas. Training activities must be combined with a knowledge management system and means of working with other institutions.
Accordingly, Delnet course participants have access to an integrated combination of:

  • training
  • a virtual library, databases, newsletters, electronic working papers and handbooks
  • networking opportunities
  • advice about on-the-job training and technical guidance.
