Sustainable Development and Governance Cluster
We provide learning and training opportunities that aim:
i) to enhance professionalism and integrity in the management of public resources in support of good governance and sustainable development;
ii) to reinforce capacity to analyse the impact of trade and investment on equitable national development.
Our training and advisory services are intended to upgrade both individual and institutional performance in achieving the economic and social outcomes prescribed in national development plans and/or poverty reduction strategies.
Our course participants are officials from developing and transition countries, national and international development agencies, and representatives of the social partners and civil society.
We run our courses in partnership with key international institutions like the World Bank, the ILO, the UN, regional development banks, world-class universities and the Organisation for Economic Co-operation and Development (OECD).
We offer our courses in all official languages of the ILO. They are grouped into the following subject areas:

PROCUREMENT AND FINANCIAL MANAGEMENT
These courses impart skills and attitudinal competencies needed for efficient, economic and transparent execution of the procurement process for goods, works and services. Typical course titles are:

- Procurement Management in the Public Sector
- Financial Management for Development Projects
- International Procurement Management (in Russian only)
- Introduction to International Financial Reporting Standards (in Russian only)

- Advanced Contract Management
- Procurement Audit
- Selection and Recruitment of Consultants
- Sustainable Procurement: Social, Economic and Environmental Considerations in Public Procurement
- Change Management for Public and Private-sector Institutions
- Training of Trainers in Public Procurement.
Tailor-made courses can be designed and run upon demand to meet the assessed training needs of a particular client. Such courses may cover all categories of procurement (goods, works and services) and can be based upon European Union or international financial institutions’ guidelines and procedures and/or national procurement legislation.
We also provide advisory services for public procurement reform at the legal, institutional and managerial levels.
PROJECT MANAGEMENT
We offer training and learning opportunities that explore the full spectrum of competencies needed for successful project cycle management, including team work and interpersonal skills. Special emphasis is placed on providing the participants with the tools for effective delivery in a results-based management environment. Typical courses are:
- Project Management in World Bank-funded Projects: Control of Project Delivery (Time, Scope, Procurement, Budget and Resources)
- Project Cycle Management for EU / UN / IFI Projects.
A variety of tailor-made courses exploring specific phases of the project cycle (e.g. project design, monitoring and evaluation) can be held upon request.
THE SOCIAL DIMENSION OF TRADE AND INVESTMENT
This Programme works to reinforce capacity to assess and address the impact of trade and investment on equitable national development. Special attention is given to employment and labour issues.
Our training products explore the positive effects of trade liberalization on growth and development as well as the potential imbalances, among and within countries, which it may generate. Viable policy options for redressing such imbalances are analysed with reference to the experience of selected countries. Specific subjects include:
– the impact of trade on decent work;
– social outcomes of regional integration processes;
– national investment, employment and development;
– employment and labour issues in international financing;
– corporate social responsibility.

POST-GRADUATE PROGRAMMES
In partnership with Turin University and in collaboration with other international organisations, the Sustainable Development and Governance Cluster runs a number of Master’s and other post-graduate programmes that prepare fresh graduates and junior professionals, from both developed and developing countries, to undertake social and economic development assignments effectively and/or do jobs that require a subtle understanding of the rules of the globalized economy.
