Europe and Central Asia

Countries in this very diverse region have a wide range of training and capacity-building needs. An overriding concern for several countries is still economic transition and restructuring, with a need to deal effectively with the social impact this is having.

The ILO’s International Training Centre works in Europe and Central Asia to strengthen the capacity of governments, workers’ organizations, employers’ organizations and other civil society bodies to solve problems, and to devise policies and manage systems that promote decent work. It does so through training.


Priority subjects include active labour market policies, social exclusion, labour migration, trafficking, industrial relations, international labour standards, employment generation (small business development, job counselling and vocational guidance), reforming social protection schemes and preparing EU candidate countries to use the European Social Fund.


Our training activities review best practice across the region and beyond, and stimulate cross-fertilization. We run programmes either face-to-face, through distance learning or a combination of the two.
