La gestione degli appalti pubblici è un elemento fondamentale del buon governo.

E' trasversale a tutti i settori economici e costituisce il 15-30 per cento del prodotto interno lordo in molti paesi, e quindi è impoortante per migliorare la competitività del mercato e dello sviluppo sostenibile. La creazione di sistemi di appalti pubblici nazionali efficaci è stata spesso una sfida, non da ultimo a causa di un deficit di risorse umane competenti e la necessità di tenersi aggiornati con la sempre crescente complessità del quadro giuridico, la globalizzazione dei mercati, e sistemi di gara contrattuali sofisticati.

Procurement audit and systems for prevention and detection of fraud and corruption (NEW) (This course reflects also the WB Procurement Framework and Regulations for Projects after July 1, 2016)
The course helps improve the effectiveness of the procurement audit and supervision functions in national and IFI procurement operations. The course explores the full spectrum of procurement audit competencies: i) understanding the organizational mandate and context; ii) setting audit/supervision objectives; iii) preparation of audit plans and establishing evidence requirements; iv) audit execution through verification of compliance and value for money (VFM) on a selected sample of representative contracts; v) audit/observations and findings; vi) discussion with the audited entity; vii) audit/supervision report and follow-up on audit recommendations.
