The Italian PP Central Authority (Consip S.p.a)
The Italian Public Procurement Central Authority (Consip S.p.a) is a public stock company established in 1997 by the Ministry of the Economy and Finance (MEF), which is its sole shareholder.
The company provides public administrations with technological, organizational and process-related consultancy on innovative projects, handling their planning, implementation and assistance phases, and the acquisition of the required goods and services. Consip acts in two main areas:
the management and development of information services for the Ministry of the Economy and Finance – economy area and courts of audit – through project, technical and organizational
consultancy on the information systems of the Ministry and financial and accounting activities;
the implementation of the Programme for the Rationalization of Public Expenditure in Goods and Services, using IT and innovative public administration purchasing tools (e-procurement).
These two diversified areas are integrated into a common organizational model that is totally innovative in the Italian context. It is based on the search for, and the application of, ICT to the processes and organization of public administration.
Consip contributes to the modernization of public administration and the renewal of its structures. It harmonizes the requirements of administrations with market dynamics and competition, so as to secure the widest possible participation in its initiatives by companies in a context of utmost transparency.
