Description

This five day academy will be delivered by leading international experts drawing on experiences from different countries in applying an integrated approach to job creation in FCAS. The academy will bring together experts and practitioners to share and discuss both the policy and practical aspects involved. Participants will get acquainted with tools to assess the impact of fragility on employment, will study the link between upstream and downstream approaches and will get an overview of lessons learnt in programmes that aim to create jobs through employment intensive investment, skills strategies, social protection, enterprise and cooperative development and local economic recovery.

Job creation in FCAS has become a strategic priority for UN agencies and INGOs that work at the intersection between humanitarian and development activities. This requires programme managers as well as policy makers to transform short-term livelihoods programming into sustained labour market opportunities for vulnerable and conflict-affected groups. This academy is specifically designed for: (a) senior government officials from Ministries of Labour, Economic Development, Finance, Planning, Social Affairs and related portfolios, working either at the national or local level (b) representatives of employers' and workers' organisations involved in policy development processes related to peace and resilience building, employment and decent work (c) Managers and programme managers at UN and civil society organizations, responsible for livelihood and employment promotion programmes at the regional, national or local level. The Academy is open to all individuals who want to understand the nexus between decent work deficits and fragility and who strive to build resilient societies through inclusive employment policies and social protection systems. A certificate will be issued and presented to the participants who will have fully attended the Academy at the end of the activity.

This academy provides an opportunity to be exposed to a range of integrated approaches, tools and methodologies to create decent jobs in fragile and conflict affected settings (FCAS). By attending the academy, participants will gain:

  • A better understanding of the complexities of employment creation in FCAS and the guiding principles in developing a coherent and effective response
  • Enhanced capacity to design, implement and evaluate effective strategies to promote decent work in FCAS
  • Access to proven tools and methodologies to promote decent jobs in FCAS

The 5-day programme consists of a combination of:

  • Relevant topics presented and discussed in a series of master classes facilitated by leading international experts;
  • A range of elective workshops offering additional insight into specific subjects, approaches and tools;
  • Structured knowledge-sharing opportunities, making use of interactive learning methodologies

Participants can customize their academy schedule and combine daily plenary sessions with elective courses in the morning and afternoon. Each participant will select two out of four elective courses according to her/his personal interest.

The plenary sessions include:

  • The nexus between employment, decent work, fragility and resilience (2 hrs)
  • Local economic recovery (2 hrs)
  • Assessing the impact of fragility on employment and livelihoods (1.5 hrs)
  • What is the role of employment policies in fragile settings? (1.5 hrs)
  • Reducing vulnerability: Social protection pathways in fragile contexts (1.5 hrs)
  • Empowering civil society, workers’ and employers’ organisations to overcome fragility (1.5 hrs)

The elective courses include:

  • Race to the bottom? Child labour, forced labour and downward spiralling working conditions (6 hrs)
  • Skilling up – A path out of fragility (6 hrs)
  • Enterprise and cooperative development in fragile settings: What works and why? (6 hrs)
  • Employment Intensive Investment – A means of upgrading infrastructure and injecting cash (6 hrs)

The academy will be facilitated by ILO specialists from the region, from ILO HQ and ITC-ILO, together with experts who can bring practical experience in the area of job creation in FCAS. The 5-days face-to-face academy will be supported by an e-campus, which will provide the participants with full access to the necessary tools, documents and methodologies.

تنظم هذه الاكاديمية من قبل مكتب منظمة العمل الدولية في بيروت وفريق مجموعة الدول ذات الوضع الهش والاستجابة للكوارث، والمركز الدولي للتدريب لمنظمة العمل الدولية.  يجب على المشاركين تغطية نفقات سفرهم من والى بلدانهم، وستقوم المنظمة بتأمين اقامتهم في بيروت.

يتكون برنامج الاكاديمية من:

·        مواضيع ذات الصلة تُقَدم وتُناقَش خلال سلسلة من الجلسات التدريبية يتم تيسيرها من قبل خبراء دوليين؛

·       مجموعة من المسارات التدريبية الاختيارية التي  تتيح نظرة أعمق لبعض الموضوعات والمقاربات والادوات؛

              .فرص لتبادل المعارف، عبر الاستفادة من منهجيات التعلم التفاعلي      .

 بامكان المشاركين تكييف جدول الاكاديمية والجمع بين الجلسات العامة والمسارات التدريبية الاختيارية الصباحية والمسائية.  يجب على كل مشارك/ة اختيار اثنين من المسارات التدريبية الاختيارية الاربعة وفقا لاهتماماته/ها الخاصة:

 

تغطي الجلسات العامة  المواضيع التالية:

·        الرابط بين التشغيل/الاستخدام والعمل اللائق، والهشاشة والقدرة على المقاومة؛ (ساعتين)

·        الانتعاش الاقتصادي المحلي؛ (ساعتين)

·        تقييم اثر الهشاشة على التشغيل/الاستخدام وسبل العيش؛ (ساعة ونصف)

·        ماهو دور سياسات التشغيل/الاستخدام في الاوضاع الهشة؟؛ (ساعة ونصف)

·        الحد من الاستضعاف: سبل الحماية الاجتماعية في السياقات الهشة؛ (ساعة ونصف)

·        تمكين المجتمع المدني، ومنظمات اصحاب العمل والعمال من التغلب على الهشاشة؛ (ساعة ونصف)

 

تغطي المسارات التدريبية الاختيارية المواضيع التالية:

·        "السباق نحو الاسفل"؟ عمالة الاطفال، والعمل الجبري  والتراجع اللولبي  في ظروف العمل؛ (6 ساعات)

·        رفع المهارات – مخرج من الهشاشة؛ (6 ساعات)

·        تنمية المنشآت والتعاونيات في الاوضاع الهشة.  ماالذي يصلح؟ ولماذا؟؛ (6 ساعات)

·        الاستثمار كثيف العمالة – وسيلة لتطوير البنية التحتية وضخ الاموال؛ ( 6 ساعات)
