Government officials responsible for issues relating to international labour standards; representatives of employers' and workers' organizations responsible for ILO issues.

- To participate actively in the procedures of standard setting, submission, ratification, regular and special supervision in the fields covered by the ILO’s mandate.
- To follow actively the discussion at the International Labour Conference on the adoption and application of international labour standards.
