The ITCILO is holding the Academy on the Transition to the Formal Economy on campus for the third time

This third edition of the Academy was inaugurated on Monday 12 November. Presented in English, French and Spanish, it is attended by over 100 national and local policy-makers, practitioners, researchers, social partners and experts from Africa, Europe, Asia, Latin America and Arab states.

Four years of cooperation between the ITCILO/EPAP Programme and the ILO departments for Employment Policy and WORKQUALITY have led to the staging of this Academy, implemented under ILO Policy outcome 6.[1] 


“Take action” is the focus of this edition, with participants engaged in introducing promising formalization practices, following adoption of Recommendation No. 204[2] concerning the Transition from the Informal to the Formal Economy by the ILO Conference at its 104th Session in Geneva on 12 June 2015. The Recommendation provides guidance to Members on pursuing a threefold objective:


  1. to facilitate the transition of workers and economic units from the informal to the formal economy, while respecting workers’ fundamental rights and ensuring opportunities for income security, livelihoods and entrepreneurship;
  2. to promote the creation, preservation and sustainability of enterprises and decent jobs in the formal economy and the coherence of macroeconomic, employment, social protection and other social policies; and
  3. to prevent the informalization of formal economy jobs.
