Course coordinators and officials of different courses, fellow participants, ladies and gentlemen, good morning, and buongiorno.
It's my great pleasure to have the opportunity to deliver some words from this podium on behalf of my fellow participants and course mates. There are 21 of us participants in the Master in Public Procurement Management for Sustainable Development from different part of the world. About three weeks ago we arrived here as strangers, but by this time we have become and act as family members despite of all of us being physically far away from home. Credit obviously goes to the course officials.
We all know the development of a country depends on social, educational, environmental, as well as infrastructural improvement. For the sustainable development of a country, the proper utilization of public money is very important. As a lion’s share of the development budget of a country is spent on procurement, for the optimum utilization of that money, effective public procurement is quite necessary. Skilled procurement personnel, legal frameworks, proper documents and tools can play vital roles in this process. The ITC-ILO with the cooperation of the University of Turin and donor agencies provides such professional training.
It not only develops skilled procurement professionals but plays an important role in reforming public procurement systems in different countries. For example, Bangladesh started procurement reforms in 2003 with the financial cooperation of the World Bank and professional cooperation from the ITC-ILO. As part of the reforms a procurement agency named CPTU was formed. Consequently, the Public Procurement Act (PPA) was approved by parliament in 2006 and Public Procurement Rules (PPR) were issued in 2008. From this reform, the PP system is running properly in Bangladesh. Countries that have not yet reformed their Public Procurement are expected to improve their system to international standards.
We are from different regions of the world and we have different languages, cultures and appearances. But one thing is the same, the colour of our blood. Like this, we have one identity, that we are members of the ITC-ILO. Our purpose in attending this course is to improve our knowledge of procurement. I hope and sincerely believe that the ITC-ILO will help me reach that goal. After completing the course, when we return to our respective countries, the knowledge that we acquire here will help us a lot to contribute to the procurement system of our countries.
