As part of the strategic objective of the ILO to promote full and productive employment, the Employment Policy and Analysis Programme endeavours to support the capacity of governments, social partners and other stakeholders to design, implement and analyse employment and skills development policies and programmes.
The EPAP programme offers training, knowledge-sharing and other capacity-building activities that cover a range of employment-related topics such as labour market information systems, techniques for assessing the employment impact of economic policy and investment choices, the role of active labour market policies, skills development and training, and the functioning of labour market institutions. In addition to burning contemporary issues, the programme considers structural trends that are changing the world of work, as well as ways and means of anticipating future skills and occupational needs. It gives special attention to disadvantaged groups, notably young men and women who face substantial barriers to entering the labour market, as well as to workers in vulnerable employment.
The programme handles a range of activities, including master’s programmes, training courses, knowledge-sharing events, experts meetings and conferences. Depending on their specific nature, activities may address: university graduates; researchers and analysts; policy makers; implementers; and/or staff of donor and development agencies (including ILO staff). Mixed audiences are often brought together as appropriate at such activities in order to stimulate an exchange of perspectives and insights on what works and what doesn’t work with regard to employment and training systems and programmes.
