Capacity development in pursuing the goals of decent work and sustainable development

Since the year 2013, IEFP/Portugal and the ITCILO have been offering training programmes directed to institutional capacity-building for the constituent members of the ILO and other national institutions from the member States of the CPLP: Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste.

The training activities envisaged in the training programmes are harmonized with the technical cooperation initiatives of the IEFP, IP and with the priorities of the ILO, based on the strategic objectives and outcomes, as well as the areas of critical importance, and are integrated within the Decent Work Country Programmes and the National Priority Outcomes.

To date, three training programmes have been completed. In January 2018 a new training programme began, covering the 2018-2020 period. This three-year programme incorporates annual training plans that are part of the three-year programme with a programme approach.

The activities, offered in Portuguese, have as their objective the development of capacities for the design and implementation of policies and programmes addressing the creation of more and better jobs and increased employability, with particular emphasis on women, young people and disadvantaged groups.

The training plans encompass various components and a series of training activities, primarily in the areas of promotion of employment, skills development and vocational training, including training in entrepreneurship and the training of trainers. Gender issues are taken into consideration in a cross-cutting manner.

Within the framework of the agreement, 40 training activities have been carried out, in which close to 700 representatives of the target institutions have participated.
