The course, which is part of the Diploma of Advanced Studies on Skills Development, jointly organized by the ITCILO and the Swiss Federal University of Vocational Education and Training, and in particular its CAS on Governance of Skills Development Systems, presents a systemic approach to the process of elaborating public policies for skills development in relation to efforts to create decent jobs. This course aims to facilitate the emergence of policies based on social dialogue which anticipate and respond to labour market needs, taking into account the specificities of each context.

¿Quiénes participan en este curso?

The course targets professionals active in the definition and implementation of public policies for skills development systems: - Employees of ministries of TVET, employment, finance or other "training" ministries - Representatives of employers' and workers' organizations - Members of civil society organizations - Representatives of independent institutions (observatories, agencies, funds, etc.) - Managers of TVET systems, trainers and guidance counsellors - Staff of international cooperation institutions and agencies

Which topics are covered in this course?

This module helps to understand the challenges of inclusive formulation and implementation in partnership, of effective, efficient and sustainable skills development policies. The course covers:

  • Design of skills development policies linked to employment: national, sectoral and territorial levels and links to development planning
  • Cross-cutting dimensions of the future of work: gender, digital transformation and greening, labour migration, challenges of the informal economy
  • Social dialogue and significant involvement of social partners
  • Policy steering: coordination, monitoring legal and regulatory framework
What will I learn?

Participants will have strengthened their knowledge to participate significantly in policy-making, with a better understanding of:

  • Skills development policy-making processes
  • Key functions of a skills development system and the links and flows between them
  • Essential themes to integrate to address the challenges of the future of work
  • Existing links with employment policies and development planning
What will I be able to do?

Participants will be connected to a global network of policy makers and able to design new policies at national, sectoral and local level. They will be able to:

  • Identify bottlenecks and ways to improve policies in their own context, with clear ideas of policy options to pursue
  • Define a path for the formulation and/or revision of their policies at national, sectoral or local level
  • Identify the most appropriate structures and steering levels for the implementation of their policies
