Globally, an estimated 103 million people are forcibly displaced by conflict, violence and human rights violations, overwhelmingly in emerging economies. To mitigate the adverse effects of large-scale displacement, it is important to assist both the displaced populations and the host communities by building their resilience, particularly by introducing measures to promote decent jobs, social protection and skills development opportunities. A decent work approach can also ease social tensions between host and displaced populations; social cohesion should be a key objective of such programmes, built into them from their inception. This online course is based on the ILO's 2016 Guiding Principles on the access of refugees and other forcibly displaced persons to the labour market and ILO's extensive experience working at the nexus between humanitarian intervention, development cooperation, and peacebuilding. The course will introduce participants to the concepts of conflict sensitivity, social cohesion, peace responsiveness and offer concrete strategies for designing and implementing conflict-sensitive and peace-responsive initiatives aimed at building, maintaining and strengthening social cohesion between and within refugees and host communities.

The course is designed for: - Experts/practitioners in the field of integration in the labour market of refugees and other forcibly displaced persons - Policy makers and technical advisors involved in the promotion of social cohesion in refugee contexts - Representatives of workers' and employers' organizations - Representatives of local authorities and other state actors - Experts and technical staff from NGOs and other civil society organisations working with refugees and host communities to promote social cohesion.
What topics does this course cover?
This online course provides an overview of different measures that aim to facilitate access to decent work for refugees and other forcibly displaced person.
- Key concepts and dynamics related to decent work, social cohesion, conflict-sensitive and peace-responsive programming, as well as the importance and impact of decent work on social cohesion and peaceful coexistence in refugee contexts.
- Concrete actions to promote social cohesion at the local level, bringing in experiences from local stakeholders to facilitate the integration of refugees and forcibly displaced person in the host communities through innovative practices.
- Policies, strategies, and instruments that enable access to decent work for refugees and other forcibly displaced persons as well as host communities, thereby contributing to building social cohesion.
What will I learn?
Participants practice promoting short- and long-term strategies and programmes for inclusive and peace-responsive job creation to strengthen social cohesion and peaceful coexistence between refugees and other forcibly displaced persons and host communities.
- Understanding the impact of refugees and other forcibly displaced persons on labour markets
- The importance of including host communities in new, peace-responsive strategies for job creation and labour market access
- The role played by local actors, including social partners, to strengthen social cohesion
What will I be required to do during this course?
Course learning materials and tuition will be offered online in English.
The following requirements are therefore essential to participate in this course:
- The ability to use and access a computer with internet
- Working knowledge of written English
- The availability to dedicate per week between 5-10 hours to the course.

By the end of the course, participants are aware of the underlying drivers of conflict that can undermine the peacebuilding impact of initiatives that respond to displacement situations and are able to
- Analyse and address specific conflict drivers that threaten the potential contribution of decent work to social cohesion in displacement contexts
- Apply a gender-sensitive and peace-responsive approach to initiatives promoting access to the labour market in displacement situations at the local and national levels
- Access tools and methodologies to address the labour market impacts and promote inclusive and adaptive responses to displacement situations.
