Small and micro-sized enterprises (SMEs) are an important part of a nation’s economic activities, however, due to deficits in both human and financial resources, SMEs tend to have higher rates of workrelated accidents and diseases. In addition to huge human suffering, as SMEs employ a large proportion of the workforce in many countries, the lower productivity in SMEs caused by this high rate of work-related accidents and diseases will prevent sustainable national economic growth.

The ILO has developed and tested various tools for promoting occupational safety and health (OSH) in the workplace. Participatory Action-Oriented Training (PAOT) is a training methodology specifically designed to improve working conditions and productivity in Small and Micro Enterprises (SMEs) and the informal economy in developing countries. To promote sustainable delivery mechanisms for improving OSH in SMEs, this course, which includes both a distance-learning and a residential phase, aims to instruct trainers from developing countries in the delivery of OSH courses based on the PAOT programmes, and at the same time to offer them an online knowledge platform and a virtual professional community for networking purposes.

Trainers and technical advisers from government and institutions responsible for supporting SMEs in the areas of OSH and working conditions; representatives of workers' and employers' organizations involved in supporting their members in improving OSH and working conditions; representatives of non-governmental organizations actively supporting SMEs in respect of OSH and working conditions; staff of technical cooperation projects supporting SMEs; consultants, university teachers and researchers working in the fields of OSH and working conditions.

What will I learn?

This course aims at strengthening the institutional capacity to improve OSH and working conditions in SMEs and in the workplaces of the informal economy.


What will I be able to do?

Upon completion of this programme, participants will be able to:

  • Explain the key points of the participatory actionoriented training programmes.
  • Organize and deliver training activities based on the ILO participatory action-oriented programmes.
  • Advise and inform employers and workers on OSH technical solutions.
  • Transfer knowledge on different approaches for the improvement of working and OSH conditions in the small and micro enterprises and in the informal economy.
Why should I join?

This training of trainers course would have two parts:a distance-learning phase based in an online virtual platform and then a residential short course.

The distance learning part will use an Internet-based learning platform. This distance learning part is a preparatory part to ensure that all participants have a level of knowledge of the subject that allows them a greater benefit of the face-to-face part of the course. 

During the residential part, a highly participatory and action-oriented approach will be used during the course, giving much emphasis on the exchange of experiences in looking for innovative and practical solutions to problems and challenges.

A permanent monitoring of the learning process will be conducted throughout the training by the course coordinator. At the end of the course, an individual end-of-course evaluation questionnaire will be used tom know the level of knowledge acquisition and to allow participants to express their view about the training.

Participants who successfully complete the programme would be awarded with a diploma of achievement authorizing them to deliver training courses on PAOT programmes.
