Large-scale displacement, whether internal or cross-border, can have immediate and significant socio-economic impacts, increasing competition for jobs, resources and services that can negatively affect economic development. For refugees, access to decent work is a key factor in ensuring their protection and wellbeing, as well as the fulfilment of their life purpose: decent work strengthens resilience, leading to the attainment of social and economic rights and promoting social justice. In line with the 2016 ILO Guiding Principles on the access of refugees and other forcibly displaced persons to the labour market, this course will look at the main lessons learned and the good practices that have emerged in areas related to medium- and long-term employment policy, skills recognition and development, the promotion of entrepreneurship and the development of sustainable businesses.

The course is designed for:
- Officials of ministries of labour and related institutions, other ministries and government agencies responsible for refugee-related policies and programmes;
- Representatives of employers and workers' organizations;
- Staff of humanitarian and development organizations.
What will I learn?
Adopting a case-study approach, this online course provides an overview of different measures that aim to facilitate the integration into the labour market of refugees and host communities. It will present:
- Key concepts and dynamics related to forced displacement as well as the importance and impact of decent work on socio-economic integration of refugees.
- Practical examples and good practices in the design and implementation of employment and decent work programmes in refugee contexts.
- Policies, strategies, and instruments that enable access to decent work for refugees and other forcibly displaced persons as well as host communities, including Active Labour Market Policies, tools to address the skills dimensions of forced displacement, the role of the private sector and entrepreneurship promotion, and strategies and approaches for financial and digital inclusion.
What will I be able to do?
By the end of the course, participants will have:
- Analysed the main challenges and barriers to the socio-economic integration of refugees and other forcibly displaced persons
- Explored ways of developing fair and effective programmes to facilitate the social and economic integration of refugees in their host countries
- Reviewed different approaches and strategies to facilitate access to the labour market for effective integration of refugees through a critical review of case studies
How?
The course consists of a number of online modules offered through the eCampus online platform to be completed over a period of six weeks, for an estimated total of 60 learning hours. The course is broken down into three phases:
- Pre-course learning: Flexible (asynchronous) self-guided online learning on eCampus and an end of phase assessment.
- “Real time” learning: Live interactive sessions and engaging video presentations by highly experienced trainers, blended with individual and collaborative group exercises, peer-to-peer assessment and online technical forums on eCampus.
- End of course assignment: Individual assignment applying ILO Guidelines to the participants’ organization.
Participants who successfully complete all assessments and the final assignment will receive a Certificate of Achievement

What will I be required to do during the course?
Course learning materials and tuition will be offered online in English.
The following requirements are therefore essential to participate in this course:
- The ability to use and access a computer with internet
- Working knowledge of written English
- The availability to dedicate per week between 5-10 hours to the course.
