Apprenticeships are a key aspect of skills development policies and programmes. In this course, organized in conjunction with the ILO's Employment Department, Skills and Employability branch and the European Training Foundation, participants learn about the links between training and labour-market needs, as well as how to formalize and structure apprenticeship programmes worldwide. Policy-makers and technical advisors of ministries; members of skills councils, national TVET authorities and similar institutions; representatives of workers' and employers' organizations involved in apprenticeships; experts and technical staff of CSOs and NGOs, and other civil society actors.


The course facilitates the development of a holistic understanding of policies and systems related to quality apprenticeships. It is structured around seven modules that address the two main dimensions for the development of quality apprenticeships systems:

  • Aspects related to national policies and to the creation and development of national or sectoral apprenticeships systems, around the six “building blocks” of quality apprenticeships;
  • Topics closely related to the practical implementation of quality apprenticeship training programmes, in order to answer the key questions around the “how-to”.

Participants will be connected to a global network of competence development professionals and will be able to enhance their contribution to the design and implementation of quality apprenticeships in their country and within their organization:

  • Handling diagnostic tools to identify bottlenecks and possible solutions to the challenges facing their systems
  • Encouraging partnerships between countries
  • Identifying emerging issues and initial ideas for solutions
  • Mastering concrete tools and instruments related to quality apprenticeships.

The course materials are at the forefront of global research and policy development on quality apprenticeships, thanks to the collaboration between the ILO, ETF and SFIVET.

It will enable participants to deepen their knowledge on different aspects of quality apprenticeships:

  • Key concepts: definitions, models, approaches
  • Social dialogue and coordination of actors
  • International labour standards on the subject
  • Practical solutions to implementation challenges
  • Monitoring and evaluation systems

This course will consist of the following learning units:

  • Module 1 – Introduction - Governance of quality apprenticeships: social dialogue, regulatory framework, roles and responsibilities
  • Module 2 – Financing quality apprenticeships: what works?
  • Module 3 – Responding to the needs of societies and markets: social inclusion and market relevance of apprenticeships
  • Module 4 – Upgrading informal apprenticeships
  • Module 5 – The “how-to” of quality apprenticeships: preparing quality training places 
  • Module 6 – The “how-to” of quality apprenticeships: organizing, monitoring and evaluating apprenticeships training
  • Module 7 – Going forward: apprenticeships in the COVID-19 era / Conclusions and key takeaways

The course has a practical approach, highlighting best practices and offering tools and methodologies that will help participants in their daily work.

Thanks to its high quality content, developed by three leading actors in the field (ETF, SFIVET and ILO), the course places participants at the heart of the current debate and policy options that are successfully tested.

Format and methodology

This innovative online course has been designed with a learner-centred approach to better engage participants and keep them motivated. It is highly interactive and engaging, using different methods across the seven modules to make the content interesting, relevant and entertaining. Participants are encouraged to share their individual and national experiences during the training, thus creating an international community of practice. Once the participant has completed each module and submitted the module assignment through the course platform, a tutor will provide an assessment and the participant will be given access to the next module. Participants who successfully complete the learning activities, the set of required assignments and produce a final assignment will receive a Certificate of Achievement. Those who complete at least 80% of the learning activities will receive a Certificate of Participation
