This programme takes action on the United Nations Sustainable Development Goals in the framework of the 2030 Agenda by providing training to promote economic, social, and environmental sustainability. 

It focuses in particular on Goal 8, which aims to create inclusive economic growth and decent work for all. Activities are designed and delivered in partnership with the ILO, UN agencies, and other international institutions, such as the World Bank, regional development banks, and universities.

Training activities include standard and tailor-made courses at the Centre and in the field.

The programme assists in and guides the design, implementation, and evaluation of development projects. It also provides advisory services for public procurement reform at the legal, institutional, and managerial levels.

Public procurement management is a cornerstone of good governance. It cuts across all economic sectors and constitutes 15-30% of gross domestic product in most countries, while enhancing market competitiveness and sustainable development.

Setting up effective national public procurement systems has often been a challenge, especially because there is a deficit of competent human resources. It can also be difficult to keep up with increasingly complex legal frameworks, the globalization of markets, and sophisticated contractual and tendering systems.

For nearly 30 years, the Turin Centre has offered training courses for the modernization and reform of national procurement systems. These courses aim to upgrade procurement management at the legislative, institutional, and operational levels.

Training activities focus on the implementation and evaluation of modern, efficient, sustainable, and inclusive public procurement systems that align with the 2030 Agenda.

The COVID-19 crisis has highlighted the need to improve governance and speed up the delivery of critical supplies and services. The aftermath of the pandemic is an opportunity to design resilience-oriented procurement strategies and processes based on the selection of reliable providers; the creation of a portfolio of providers to be activated in case of emergencies; and the use of contracts to allow flexibility and outcome assurance.

The Sustainable Development Programme provides a portfolio of online courses in Procurement Management, featuring new online courses in French and Russian.

Project cycle management provides an analytical and decision-making framework for trained staff to realize project goals and, simultaneously, implement the Sustainable Development Goals.

Based on the principles of results-based management and the logical framework approach, project cycle management ensures that projects are relevant, feasible, and effective. For the ILO, results-based management often requires a tripartite approach and includes decent work outcomes.

The project life cycle comprises identification, design, planning, implementation, and monitoring and evaluation. As projects are implemented in dynamic situations, managers must collect and analyse data and adapt projects accordingly.

Each project is unique in context and strategy. The Centre is a place for managers to share lessons learned to improve the design and implementation of future interventions.

The human-centred 17 Sustainable Development Goals provide the international community with a framework to overcome today's biggest challenges, including those in the world of work. 

Goal 8 aims to “promote sustained, inclusive and sustainable economic growth, full and productive employment, and decent work for all.”

The Centre’s training activities aim to strengthen the capacity of ILO constituents and stakeholders to analyze the link between decent work and sustainable development. It also focuses on formulating and implementing new strategies to provide decent work for all.

Sustainable development requires that economic growth supports social progress. In the private sector, as well as some organizations in the public sector, these issues are embraced through corporate social responsibility.
