Monitoring and evaluation play a central role in both international development cooperation and public sector governance. They provide decision-makers with evidence, reinforce intuition with facts, and support better-informed decisions about the direction of policies, programmes, and projects.
Monitoring and evaluation (M&E) is both a strategic service for decision-makers and a function that ensures transparency and accountability. For this reason, monitoring and evaluation skills are increasingly in demand—not only among professionals directly engaged in M&E (such as M&E specialists, evaluators, data analysts, and evaluation managers), but also among those in related roles such as project and programme managers, strategic planners, public sector officials, portfolio managers in development banks and agencies, and researchers in applied social sciences.
The M&E learning pathway brings together three complementary certification programmes that provide a solid foundation for designing, managing, and evaluating development interventions and public policies. It is intended for development practitioners, public sector managers, and policy makers who seek to enhance the effectiveness, transparency, and learning capacity of their work.
This pathway—offered in English, French, and Spanish—is led by a dedicated team of six full-time professionals, supported by a network of over 30 international experts covering all continents and key development and public administration sectors.
Completing all three programmes also provides eligibility for the Diploma for Development Cooperation Specialists, an institutional recognition of the skills acquired.
1. Monitoring and Evaluation Certification Programme
Dates: 6 October – 28 November 2025
Modality: Online
Duration: 60 hours
Overview: A practical, structured approach to designing tailor-made M&E systems and managing evaluations. Focuses on M&E system design, user needs alignment, mixed methods, data management, and ethics.

2. Evaluation Fundamentals Certification Programme

Overview: Covers the full range of evaluation theory, methods, approaches, and techniques. Based on a case study to explore the design, management, and implementation of an evaluation.

Overview: In-depth training on experimental, quasi-experimental, and qualitative approaches to assess the social and economic impact of policies, programmes, and projects.
