Bargaining Voices is a mobile-first learning journey on collective agreements’ negotiation developed jointly by the Workers’ Activities Programme (ACTRAV) and the Employers’ Activities Programme (ACTEMP) of the ITCILO. Designed as a series of 10 short, engaging “learning pills”, the course immerses participants in realistic bargaining scenarios through podcast-style storytelling, practical exercises and reflective prompts.

The objective of Bargaining Voices is to strengthen core skills for effective collective bargaining – from preparation and opening statements to managing pressure, problem-solving and reaching sustainable agreements. It is aimed at trade union representatives, employers’ organisation staff, HR and industrial relations practitioners, and anyone involved in or preparing for collective negotiations.

Bargaining Voices stands out for its innovative format: The course is delivered directly on your WhatsApp account, allowing participants to learn anytime, anywhere. Each learning pill can be completed autonomously, making it easy to fit learning around work commitments. The full learning journey takes around 4 to 5 hours to complete. The course is available free of charge, and participants who complete all learning pills receive a digital badge

As Ms Vera Da Costa, Manager of the Workers’ Activities Programme, notes: “Bargaining Voices brings the reality of negotiations into learners’ hands, giving workers practical tools they can immediately use at the negotiation table.”

Ms Jeanne Schmitt, Senior Programme Officer of the Employers’ Activities Programme, adds: “This course creates a shared learning space where employers and workers can better understand each other’s perspectives and build more constructive collective agreements.”
