The world is facing a profound environmental crisis. Climate change is only one part of a broader challenge that includes biodiversity loss, land degradation, pollution, resource depletion and the weakening of ecosystems’ ability to regenerate. These changes are already affecting food security, water availability, public health, migration, livelihoods and employment. In this context, the environmental crisis is also a labour market and development crisis.
A Just Transition is therefore essential. It aims to move towards a more sustainable and resilient economy while protecting workers, supporting enterprises, strengthening social dialogue and ensuring that no one is left behind.
To support this objective, the International Training Centre of the ILO developed this self-guided course on The Just Transition to a Sustainable Economy.
This course provides practical knowledge, case studies and tools to understand how climate and environmental policies can be connected with decent work, business resilience, skills development, social protection, competitiveness and inclusive growth.

- Representatives of governments
- Employers’ and business membership organizations
- Trade union representatives
- Policy makers and practitioners working on climate, employment and skills
- Training institutions and social dialogue actors
- Development practitioners and professionals working on sustainability, ESG and green jobs
It is open to anyone interested in understanding how the transition to a sustainable economy can be designed and implemented in a fair, inclusive and practical way.
What will you be able to learn?
By completing this course, you will:
- Understand the environmental crisis and its implications for economies, labour markets and societies
- Explain the concept of Just Transition and its relevance for sustainable development
- Identify how climate policies, including Nationally Determined Contributions, can affect workers, enterprises and communities
- Recognize the role of social dialogue in shaping a fair and inclusive transition
- Analyse Just Transition challenges and opportunities from the perspectives of governments, employers and workers
- Identify the role of employers’ organizations and trade unions in supporting their members during the transition
- Learn from relevant country case studies, including Belize, Barbados and Jamaica
Course Structure
The course includes short modules combining videos, case studies, quizzes and practical tools:
- Introduction
- Environmental crisis and the transition
- ILO tools for a just transition
- The Business-Case of the Just Transition
- Latin-American Case studies: Colombia, Brazil and Coahuila (Mexico)
- Caribbean Case studies: Barbados, Belize and Jamaica
Participants will complete the modules at their own pace and receive a certificate of participation upon completion
