Supporting employment policy effectiveness and institutional learning in Mozambique
MozTrabalha is a national initiative led by the International Labour Organization (ILO) with the support of the Swedish International Development Agency (Sida). The project aims to promote inclusive structural transformation and decent employment outcomes for youth, women, and vulnerable groups in Mozambique.
As part of its second phase, the International Training Centre of the ILO (ITCILO) provides strategic support through evaluation and capacity-building activities under the Employment Policy and Analysis Programme (EPAP).
To promote policy learning and effectiveness, ITCILO is managing an independent evaluation of Mozambique’s National Employment Policy (NEP) and its Action Plan (PAPE), in close coordination with national stakeholders and the ILO. The evaluation assesses the relevance, delivery, and outcomes of the NEP, identifies lessons learned, and recommends improvements for future cycles.

ITCILO is supporting the development and rollout of a practical pro-employment budgeting toolkit to help Mozambican institutions design and implement fiscal policies that effectively contribute to sustainable employment outcomes.
The toolkit will support national stakeholders in integrating employment considerations into planning, budgeting, and regulatory frameworks.
The toolkit will be piloted in 2025 through workshops and policy labs with key ministries and social partners. This initiative builds on ITCILO’s ongoing advisory support and reflects its broader mission to strengthen policy systems that promote decent work.
