This course provides a practical and rigorous introduction to impact evaluation methods used to assess labour market policies and programs. It is designed for professionals responsible for the design, implementation, and oversight of labour market programs who need to commission, understand, and use impact evaluation evidence to inform decision-making. Through real-world examples and hands-on exercises, the course covers key evaluation approaches-including experimental and quasi-experimental methods-data requirements, and common challenges in policy evaluation with a focus on labour markets.

The course is intended for policymakers, programme managers and practitioners involved in the design and implementation (evaluation included) of labour market policies and programmes, including representatives of ministries of labour, employment, youth and education; public employment services; TVET and skills development institutions; employers' and workers' organizations; local and regional authorities; international and development organizations; NGOs and civil society organizations; and research institutions and policy think tanks.

What will you learn?

The course takes participants through the key building blocks of impact evaluation: developing a theory of change, selecting relevant labour market and ILO Decent Work indicators, understanding the counterfactual, and exploring key experimental and quasi-experimental methods. Participants will also learn to assess data requirements, methodological choices and the credibility of evaluation findings.

Learning by doing

Throughout the course, participants will develop an impact evaluation concept note for a specific labour market programme, individually or in small groups. Dedicated mentoring between sessions will help them apply the methods discussed in the course and turn their ideas into a feasible evaluation proposal.

What do we mean by “labour market programme”?  

 

We use the term broadly. Your evaluation can focus on an individual project, a pilot initiative, an Active Labour Market Policy (ALMP) or another intervention aimed at improving labour market outcomes - including interventions related to employment services, skills development, entrepreneurship, wage subsidies or employment creation.
