Exploring strategies, strengthening systems and capacities that professionalize care work and power the global care economy

This two-week online course (20 hours total) explores the rapidly expanding care economy, spanning childcare, long-term and health care, and domestic work. It focuses on the skills, policies, and partnerships needed to professionalise care work, promote gender equality, and build sustainable, inclusive care systems. Participants will learn how to analyse data, assess workforce gaps, and design or adapt skills development initiatives that support skills development work in care sectors.

Learning objectives and outcomes
  • Define the care economy and its formal and informal components.
  • Analyse global and national care trends and their implications for labour markets.
  • Identify critical skills needs, workforce challenges, and opportunities for innovation.
  • Design or adapt training, certification, and policy tools that enhance care workforce quality and sustainability.
Course structure and workload

The training will be held for a duration of two weeks, online, hosted on the ITCILO eCampus. Through this learning platform, participants will be able to access all training materials and training-related information. The programme will combine live webinars with self-paced learning activities structured around 4 modules.

  • Policymakers, planners, and social partners in labour, education, health, and social protection.
  • TVET institutions, training providers, and skills councils.
  • Employers, cooperatives, and private sector actors in care-related services.
  • Researchers, NGOs, and development practitioners focusing on gender, ageing, and workforce transformation.
Certification

Participants who complete at least 80% of the synchronous (webinars) and asynchronous (self-paced learning) activities will receive an ITCILO Certificate of Participation at the end of the course.
