National Professional Certification Programme in Procurement Management for Guyana
What is it?

In pursuit of the professionalization of the public procurement function and capacity-building strengthening in Guyana, ITCILO has been selected by the Inter-American Development Bank (IaDB) 's Fiscal Management Division (FMM) of the Department of Institutions for Development (IFD/FMM) to design and deliver a multi-layered National Professional Certification Programme in Public Procurement Management.

This critical training aims at building capacity and developing expertise of a total of 120 public procurement officers responsible for procurement activities in the National Procurement Tender Administration (NPTA), line ministries and other public authorities’ representatives in Guyana.

How does it work?
  • To progressively building-up skills-set, the programme is structured as a multistage learning journey along three progressive levels of public procurement management expertise:

          - Level 1: Introduction to Public Procurement Fundamentals, Principles and Practice

          - Level 2: Procurement Management for Goods, Works and Services

          - Level 3: Strategic and Advance Contracting, Innovation and Sustainability.

  • Dynamic and e-coach based online training delivered through interactive adult learning methodologies to achieve best possible learning outcomes.
  • Performance is the key of this Programme! As all the competencies acquired are validated, candidates obtain their Certificate of Achievement and based on their performance assessment they are eligible to pass to the next level.
Areas of Expertise

The Professional Certification scheme fosters procurement professionalization validating knowledge, skills and attitudes in the following key areas:

  • Public procurement and project procurement systems, functions, methods and management processes
  • Strategic and risk-based planning and agile contracting  approaches
  • Procurement cycle management procedures for goods, works and services, including bidding, selection, evaluation and contract management
  • Proactive integration of sustainability, resilience and innovation aspects throughout the entire procurement process
  • Strategic and advanced contract administration and performance management methods
