Guillaume Mercier holds a master’s degree in project management from the Université du Québec à Montréal and brings over 20 years of experience in public governance, development management, and institutional capacity building. He has led consultancy assignments, evaluations, large-scale capacity-building projects, and learning activities across Africa, Asia, Europe, and Latin America.
At the International Training Centre of the ILO, he manages the Organisational Development and Project Services Programme, which provide learning and advisory services to strengthen organisations and the management capacities of ILO staff and development cooperation partners.
Mr. Mercier is also co-director of the Master in Management of Development under the Turin School of Development. From 2013 to 2022, he founded and co-directed the Master’s programme in Governance and Management of Public Procurement for Sustainable Development, delivered in partnership with the University of Turin and Sciences Po Paris.
