Introduction to the Course

Work‑Based Learning (WBL) is rapidly becoming a cornerstone of modern skills development systems. As labour markets evolve, employers, public institutions, and training providers increasingly seek practical, demand‑driven ways to ensure that workers acquire relevant, future‑proof skills. WBL offers a powerful response: it bridges classroom learning and real‑world work, strengthens employability, and builds pathways that benefit both learners and enterprises.

Yet many institutions face challenges: limited employer engagement, inconsistent supervision systems, and weak mechanisms to assess the real impact of WBL on job quality. To unlock its potential, WBL systems must be well‑designed, well‑supported, and aligned with labour‑market needs.

Drawing on the International Labour Organization’s global expertise in skills development, social dialogue, and Decent Work, this course equips participants with the tools to design, implement, and scale effective WBL programmes. It blends practical guidance, enterprise‑oriented frameworks, and hands‑on tools to build strong, context‑specific WBL ecosystems.

IV. Assessment, Credentialing & Quality Assurance

What Will I Be Required to Do During the Course?

The course is delivered fully online, in English. To participate, you will need:

  • A computer with reliable internet access
  • Working knowledge of written English
  • Availability of approximately 10 hours per week

Upon completion, participants will be able to:

  • Translate labour‑market needs into concrete workplace learning solutions
  • Build strong, productive partnerships across government, employers, and training providers
  • Design and manage effective learning environments within enterprises
  • Ensure that WBL programmes uphold quality, safety, and Decent Work standards
  • Develop practical tools to monitor the impact of WBL on skills, employability, and job quality
  • Adapt WBL models to specific institutional or sectoral contexts
  • Plan for scaling and institutionalizing WBL programmes

How Is the Course Delivered?

The course runs over four weeks and includes approximately 40 learning hours, divided into three phases:

1. Pre‑Course Learning | Asynchronous

  • Self‑guided modules on the e‑Campus
  • Technical forums and expert‑facilitated discussions
  • Weekly quizzes to monitor progress

2. Weekly “Real‑Time” Learning | Live Sessions -

  • Interactive webinars with subject‑matter experts
  • Peer‑to‑peer exchanges and practitioner insights

3. End‑of‑Course Assignment | Asynchronous

Participants who complete at least 80% of the learning activities, all assessments, and the final assignment will receive a Certificate of Participation.

Cost and Payment

Tuition fee: EUR 1,010

Fees are payable in advance by the participant or their sponsoring organization.

A limited number of fellowships are available, with priority given to:

  • Applicants who have not previously received ITCILO funding
