A boost to the effectiveness of the European Works’ Council of CNH
“Capacity development of EWC members and industrial relations managers on green and digital transitions – A boost to the effectiveness of the European Works’ Council of CNH” is a bipartite capacity development project funded by the European Union and designed by the International Training Centre of the ILO to strengthen the effective functioning of the CNH European Works Council (EWC).
The project equips workers’ representatives, human resources (HR) and industrial relations (IR) managers with practical knowledge, tools, and foresight-based learning to support meaningful information and consultation in the context of just and digital transitions across Europe.
The Action combines a tailored European Academy with the development of practical, transferable resources for wider uptake by peer EWCs and social partners. It supports joint learning, exchange of practices, and the creation of tools that help EWCs anticipate change and engage constructively with company transformation.

E-learning toolkit (4 modules):
A. EU legal framework on EWCs and ILO international labour standards
B. Information and consultation on the just transition
C. Key skills for analysing company financial and non-financial data
D. Information and consultation on the digital transition
Compendium of good practices from EWCs and EU industry experience
Guidelines for EWCs on engaging with green and digital transitions
Dissemination conference to share outcomes with EU and national social partners
Who it targets: CNH EWC members and HR/ IR managers, with broader outreach to EU and national social partners.
What participants gain: A practical, future-oriented learning pathway combining legal and policy foundations with hands-on skills for information and consultation on the just and digital transitions—including foresight methods and company data analysis to support evidence-based dialogue.
Legacy and multiplier effect: Practical tools (E-toolkit, Guidelines, Compendium) promoted for wider use by peer EWCs, with support from project partners including IndustriAll-Europe, CNHI EWC, and CNH.
