JUST TRANSITION ASSESSMENT MODEL

Developed by the ILO and implemented across the world, the Just Transition Assessment Model (JTAM) is a national development planning tool.  JTAM supports evidence-based decision making to maximize job creation, reduce inequalities and ensure a just transition.

WHY A JTAM?

Governments are under growing pressure to reconcile climate objectives with economic development, employment creation, social inclusion and fiscal sustainability. Policy choices may create decent jobs and new economic opportunities, but they may also generate adjustment costs across sectors, occupations, regions and population groups. Understanding these effects before policies are implemented is essential for designing a transition that is both environmentally effective and socially just.

The Just Transition Assessment Model (JTAM) responds to this need.

WHAT IS IT?

By integrating economic, labour market, household, and environmental data, the JTAM allows governments to compare alternative policy scenarios and assess their implications for jobs, incomes, growth, inequality, emissions and resource use. JTAM is a national development planning tool based on a country-specific modelling framework.

Key Facts
Demand-based and empirically calibrated

While based on standard macroeconomic theory, the model is built around the questions that a country needs to answer and the policy choices it wishes to test, reflecting country’s economic structure and labour market realities.

Sound methodological foundation

It is an empirical, macroeconomic structural-simulation model grounded in the National Accounts and Supply and Use Tables within a harmonized analytical framework.

Global community of practitioners

The training will give you access to an ILO-supported community of peers and experts.

HOW DO WE DO IT?

The ILO, in partnership with its International Training Centre proposes two complementary offers.

The first - “JUST TRANSITION ASSESSMENT MODEL: From answering policy questions to nationally owned modelling capacity” is an annual training programme that builds a community of professionals who understand the model and can participate effectively in national assessment processes.

PHASES

The training programme is composed of 3 phases:

  • Phase 1: get ready through our online phase
  • Phase 2: Build your network and strengthen your skills during our residential on Campus session in Turin
  • Phase 3: Benefit from post-course tailored support through our online community of peers and trainers
A DYNAMIC LEARNING JOURNEY

The second training package – “JTAM national capacity development package” aims to support a country through the full cycle of JTAM implementation, from the initial policy question to a functioning, nationally owned model and institutional capacity to use it.

LEARNING FROM PIONEER COUNTRIES

The model was developed with the High Commission for Planning, the national statistical system, the ILO and GWS. It supports the simulation of Morocco’s Nationally Determined Contributions and National Employment Roadmap, allowing national institutions to test policy scenarios and examine effects on employment, growth, emissions and equity. A four-day technical training in September 2025 brought together planning institutions, ministries, trade unions and other stakeholders to build the national capacity to autonomously run and work directly with the model. The model code, data and software was handed over to national partners.

Jointly with the Inter-American Development Bank (IADB) eight countries were introduced to JTAM to generate evidence, data and knowledge to support a regional pro-green transition policy building process. It brought together employers, workers, governments and academia, thereby bolstering the basis for a regional network for the exchange of good practices and lessons learned from the just transition. The JTAM tool helped to diagnose and design labour market policies, and frameworks to analyze the contribution of public and private just transition investments aimed at strengthening decent job creation.

JTAM-Thailand was developed through cooperation among the ILO, the National Economic and Social Development Council, Thammasat University and an international research partner Cambridge Econometrics. It supports analysis related to the Climate Change Bill, carbon pricing and NDC 3.0. A one-day high level policy dialogue was followed by a week of technical in-depth training to strengthen national capacity to apply the model.
