The ITCILO in collaboration with ARLAC and the JLMP Project in Africa is offering this self-guided online training toolkit on labour migration governance in Africa. This course is part of a wider capacity building strategy on labour migration governance in Africa with the main objective to strengthen the capacities of migration authorities, labour market institutions, social partners, and parliaments to design and coordinate the implementation of labour migration policies.

The “Training toolkit on Labour Migration in Africa” is a set of training materials developed by the Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) in collaboration with ARLAC, AU, ILO, IOM, UNECA and the ITCILO for the benefit of ARLAC  labour administrators and labour attaches. 

The toolkit, as part of the capacity building component of the programme,  aims to enhance Member States’ capacity to design and coordinate trainings on the implementation of labour migration policies.

The training toolkit is designed to build the capacity of the following institutions and enhance their role in the governance of labour migration and related issues:

  • migration authorities,
  • labour market institutions,
  • labour administrators
  • labour attaches 
What will I learn?

The toolkit is composed of 9 modules, covering the following themes:

Module 1:Introduction to Labour migration governance;

Module 2: Legal, institutional and policy frameworks on labour migration;

Module 3: Coherence between labour migration and employment policies;

Module 4: Information systems and statistical data on labour migration;

Module 5: International cooperation in the context of labour migration;

Module 6: Protection of migrant workers in a vulnerable situation;

Module 7: Social Protection of migrant workers and their family members;

Module 8: Skills and Qualifications of Migrant Workers;

Module 9: Access to Decent Work for Refugees and Other Forcibly Displaced Persons.

What will I be able to do?

After completing the different modules of the toolkit, you will be able to:

  • Understand the issues, challenges and opportunities involved in the governance of labour migration at the regional and global level;
  • understand and appreciate the key principles, conceptualization, rationale and benefits of good governance of labour migration in its many aspects;
  • appreciate the international and regional policy and legal frameworks covering migrant workers within the region;
  • examine the specific challenges faced by certain population groups in their migration journey (such as domestic workers, temporary migrant workers, irregular migrants, informal migrant workers etc.)
  • explore and analyse how to extend protection to migrant workers based on international principles and regional and country experiences in the implementation of bilateral and multilateral agreements;
  • identify and analyse policy and implementation gaps and offer responses
How is the course organized?

The "Training toolkit on Labour Migration in Africa" has been designed with a modular approach in order to offer a flexible and comprehensive tool for labour administrators and labour attaches from ARLAC Member States on the governance of labour migration.

The "Training toolkit on Labour Migration in Africa" is composed of 9 modules.

  • 1 Core Module (Introductory module): this module is the ideal starting point of this learning journey; we encourage you to start from here.
  • 8 Optional Modules, organized by themes: each these modules addresses a different theme, analysing it in depth and from a variety of different angles. Modules can be completed jointly or separately depending on your needs, for a learning journey that is truly tailor-made.
  • A User Guide which will help you effectively navigate within the toolkit by highlighting its most important components and functions 
  • The content and methodology of the training modules have been developed in consultation with the ITCILO, ILO, IOM, AUC as well as ARLAC’s training team.
