Equal Pay Transparency in Portugal: Advancing Gender Equality Through Gender-sensitive Job Evaluation

The International Labour Standards, Rights at Work and Gender Equality Team (ILSGEN) of the ITCILO is committed not only to delivering global training programmes but also to partnering on strategic initiatives for social justice. 

One such initiative is the Equal Pay Transparency project in Portugal, which supports the national implementation of the EU Directive on Pay Transparency. Funded by the European Union's CERV programme, the project aims to develop a gender-neutral job evaluation tool and strengthen the capacity of key Portuguese stakeholders to identify and address pay inequalities.

Objectives

The project seeks to support Portugal in the effective implementation of the EU Pay Transparency Directive by contributing to the reduction of the gender pay gap. This includes developing and testing a practical, gender-neutral job evaluation tool, and building the capacity of national institutions, employers, and social partners to apply it.

Key Activities
  • Develop a a tool for gender-sensitive job evaluation based on international best practices
  • Pilot the tool through simulations and real-case applications
  • Deliver targeted capacity  development programmes and certification for facilitators on the use of the ILO methodology for gender-sensitive job evaluation 
  • Launch an interactive eLearning platform with training resources  on equal pay 
  • Raise awareness on pay transparency through international networking, communication campaigns and a final conference

Expected Results

  • A validated, user-friendly gender-sensitive job evaluation tool with accompanying handbook
  • Certification programme for gender-sensitive job evaluation facilitators
  • National and transnational dissemination of results and practices
  • Improved skills and knowledge among key Portuguese stakeholders on equal pay implementation
