Designing and delivering Inclusive TVET Programmes

Introduction to the course

Inclusive and equitable TVET systems are increasingly recognised as essential for economic resilience, social cohesion and sustainable development. Yet many training systems still focus primarily on access - paying insufficient attention to learner success, equitable outcomes and quality employment transitions. This course explores how TVET institutions, training providers, policymakers and development actors can move beyond access-focused approaches and build inclusive learning systems that genuinely support diverse learners - across classroom-based, workplace-based and digital environments. Participants will examine barriers affecting marginalised groups, explore inclusive curriculum and teaching approaches, analyse inclusion challenges in formal and informal apprenticeship systems, and develop practical strategies to strengthen equity across TVET and skills development programmes.

Who attends this course?

This course brings together professionals working across TVET and skills development systems who are committed to building more equitable training environments. It is designed for: - TVET teachers and trainers - Curriculum developers and instructional designers - TVET centre managers and coordinators - Skills development practitioners - NGOs and development organisations - Policymakers and public officials - Employment and workforce development specialists - Programme managers working on inclusion and education reform - International development actors supporting skills systems and lifelong learning No prior experience with inclusive education frameworks is required - only a commitment to more equitable outcomes.

The course is structured across four thematic modules, each combining self-paced learning with a featured live webinar led by international experts.

Learning Outcomes

By the end of the course, participants will be able to: 

  • Design more inclusive and learner-centred TVET programmes 
  • Improve participation, retention and learner success among diverse groups 
  • Adapt teaching methods and assessment practices to different learner needs 
  • Support equitable access to skills development opportunities 
  • Apply inclusive approaches in digital and blended learning environments 
  • Strengthen inclusion in workplace-based and informal apprenticeship systems 
  • Develop institutional inclusion strategies and monitoring frameworks 
  • Use equity indicators to support inclusive decision-making 
  • Promote more equitable learning and employment outcomes 
Course Structure

The course is delivered fully online over four weeks and requires approximately 40 learning hours, around 10 hours per week. It is designed for working professionals and combines flexibility with structured engagement. 

The programme includes: 

  • Self-paced learning modules  
  • Interactive live webinars - one per module, featuring international experts and case studies 
  • Practical exercises and case studies – grounded in real institutional and country contexts 
  • Peer learning and collaborative discussions – with professionals from different countries and sectors 
  • Applied assignments - directly linked to participants' own professional settings 
Certification

Participants who successfully complete all required learning activities and submit the final assignment will receive an ITCILO Certificate of Participation, issued by the International Training Centre of the ILO – a recognised credential from a leading international training institution within the UN system.

To apply, participants will need to complete the online registration form. Those sponsored by an institution may be requested to provide an official sponsorship letter as part of the registration process. 

Tuition fee: €1,010. 

A limited number of fellowships may be available for eligible participants. Indicate your interest during the application process. 

Selection Criteria

Priority in selection and in the allocation of fellowships will be given to candidates who meet one or more of the following criteria: 

  • Women, particularly those working in technical or vocational fields 
  • Persons with disabilities 
  • Participants from low-resource, fragile or displacement contexts 
  • Applicants with a strong professional profile directly related to inclusion, equity or skills development with marginalised groups 
  • First-time ITCILO applicants who have not previously received funding from the Centre
