Inclusive and equitable TVET systems are increasingly recognised as essential for economic resilience, social cohesion and sustainable development. Yet many training systems still focus primarily on access - paying insufficient attention to learner success, equitable outcomes and quality employment transitions. This course explores how TVET institutions, training providers, policymakers and development actors can move beyond access-focused approaches and build inclusive learning systems that genuinely support diverse learners - across classroom-based, workplace-based and digital environments. Participants will examine barriers affecting marginalised groups, explore inclusive curriculum and teaching approaches, analyse inclusion challenges in formal and informal apprenticeship systems, and develop practical strategies to strengthen equity across TVET and skills development programmes.
This course brings together professionals working across TVET and skills development systems who are committed to building more equitable training environments. It is designed for: - TVET teachers and trainers - Curriculum developers and instructional designers - TVET centre managers and coordinators - Skills development practitioners - NGOs and development organisations - Policymakers and public officials - Employment and workforce development specialists - Programme managers working on inclusion and education reform - International development actors supporting skills systems and lifelong learning No prior experience with inclusive education frameworks is required - only a commitment to more equitable outcomes.

The course is delivered fully online over four weeks and requires approximately 40 learning hours, around 10 hours per week. It is designed for working professionals and combines flexibility with structured engagement.

Participants who successfully complete all required learning activities and submit the final assignment will receive an ITCILO Certificate of Participation, issued by the International Training Centre of the ILO – a recognised credential from a leading international training institution within the UN system.
