Introduction to the course
All Member States of the SADC region are involved in labour migration flows as countries of origin, transit, or destination, and often they play all three roles at the same time. With the right policy, legislation and practices in place, Southern African Development Community (SADC) countries can achieve fair and effective migration governance, fostering a positive impact of international migration on the economic growth and development of countries of origin, transit and destination. ILO’s work on Labour Migration provides its tripartite constituents and partners with an integrated approach where migration is considered an enabling development factor.
In this context, and in accordance with the main thrust of the SADC LMAP, the European Commission has funded the Southern Africa Migration Management (SAMM) Project. This four-year project is designed to improve migration management in the Southern Africa and Indian Ocean region. The SAMM Project is implemented by the ILO in collaboration with the International Organization for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR), and the United Nations Office on Drugs and Crime (UNODC).
This self-guided course mirrors the training activities developed by the Labour Migration cluster of ITCILO in collaboration with SAMM. These training activities are intended to turn learning outcomes into practice under three main themes:
- Fair and Effective Governance of Labour Migration
- Protection of Migrant Workers’ Rights
- Linkages between Labour Migration and Sustainable Development
Who attends this course?
The course is designed for:
- officials, policy-makers and practitioners of public institutions and ministries dealing with migration, trafficking and/or forced labour;
- representatives of workers' and employers' organizations;
- representatives of public and private employment agencies;
- staff of NGOs and civil society organizations;
- experts from international agencies and other key actors concerned with these issues.
What will I be able to do?
At the completion of this online course participants will be able to:
- Appreciate the challenges and opportunities related to the good governance of labour migration through the seven ILO thematic areas;
- deepen their knowledge of a Decent Work approach to labour migration governance and the protection of migrant workers;
- appreciate the existing mechanisms and instruments to better protect migrant workers’ human rights, including labour rights;
- understand how to develop at national, regional and international level a genuine governance and management of labour migration through migration/development linkages and rights-based approaches;
- better understand what support the ILO and the SAMM project can provide regarding Labour Migration;
- recognize the pivotal role of social dialogue and key world-of-work actors (representatives of employers’ and workers’ organizations) in the development of labour migration policy, and in resolving critical issues relating to labour migration.
What will I learn?
The course is composed of several training modules:
Labour migration governance in the SADC region
Developing Southern African NSO’s capacity to collect and analyse LM data
Piloting of the SADC Guidelines portability of social security benefits
Promoting a positive image of migrants and recognizing their contribution to development in the SADC region
Participants need to take a short Knowledge Assessment Test before and after completing the four modules. At the end of each module, you are supposed to take a Final Quiz to assess your understanding. Upon completion of course requirements (Knowledge Assessment Tests and at least one Final Quiz), participants will receive an ITCILO Certificate of Participation.
