Introduction to the course

Public institutions today are navigating growing uncertainty, digital disruption, institutional pressure, and rapidly evolving expectations around leadership, accountability, and public value. At the same time, advances in digital technologies and artificial intelligence are reshaping how governments and organizations operate, deliver services, and respond to increasingly complex challenges. The Strategic Leadership for Organizational Transformation Academy is designed for professionals leading or supporting transformation processes across governments, public institutions, and international organizations. Through a blended learning experience combining online learning, face-to-face immersion, peer exchange, and practical application, the Academy helps participants strengthen their capacity to lead transformation in complex public-sector environments.

Who attends this course?

The Academy is designed for leaders, decision-makers, and advisors from international and national public service institutions, including governments, public agencies, and international or intergovernmental organizations, who have responsibility for shaping, leading, or influencing organizational and system-level transformation.

Thematic Focus

The Academy is built around four core thematic pillars:

 

  • Leadership Development: Strengthen leadership capabilities, strategic thinking, and adaptive mindsets required to lead under conditions of uncertainty, complexity, and institutional change.
  • Change Management in Public Institutions: Explore how transformation unfolds within public institutions, including organizational dynamics, resistance to change, governance realities, and reform processes.
  • Digital Transformation, Data & Emerging Technologies: Examine how governments are using digital tools, data, and emerging AI technologies to improve decision-making, service delivery, and institutional performance.
  • Financing, Partnerships & Resource Mobilisation: Understand how institutions can align resources, partnerships, and financing mechanisms to support sustainable and impactful transformation efforts.
A Practical and International Learning Experience

The Academy follows a blended learning format combining online engagement, face-to-face immersion, and applied practice across three distinct phases designed to support reflection, peer exchange, and real-world institutional application.

 

  • Online Distance Learning (2–13 November 2026) – Participants begin their journey through the ITCILO e-Campus with a combination of live sessions and self-paced learning activities. This phase establishes shared foundations in organizational transformation, introduces key concepts and thematic areas, and familiarizes participants with the Academy’s learning approach and international community.
  • One-Week On-Campus Academy (16–20 November 2026) – Participants come together at the United Nations Campus in Turin for an intensive and highly interactive learning experience combining workshops, collaborative dialogue, practical exercises, and expert-led sessions. The on-campus phase is designed to deepen strategic thinking, strengthen professional networks, and encourage new perspectives across themes and institutional contexts.
  • Post-Academy Online Phase (23 November – 4 December 2026) – The final phase supports continued reflection and practical application through the development and presentation of a final project connected to participants’ professional realities. This phase is designed to reinforce learning outcomes and help translate insights into actionable institutional practice.

 

To complement the group learning experience, participants also benefit from an individual coaching pathway with a senior expert. The coaching process includes personalized one-on-one touchpoints before, during, and after the Academy, offering dedicated space to reflect on institutional challenges, leadership priorities, and transformation goals in a focused and confidential setting.

 

Upon completing all three phases, participants will receive an ITCILO Certificate of Achievement – recognising their full engagement across the Academy’s core themes and their commitment to leading meaningful transformation in their context.
