Digital transformation and interoperability are significantly reshaping social protection systems worldwide. As countries continue to modernize their social protection systems, digital transformation has become a key driver for improving the accessibility, efficiency, and transparency of public services.

This training course aims to strengthen the capacities of government officials and institutional partners to design, implement and govern inclusive, human-centered and interoperable digital social protection systems.

The programme will explore practical approaches to digital transformation, including business process mapping, system architecture, data exchange and interoperability between institutions. It will also address institutional governance, strategic planning and cross-agency coordination required to manage digital reforms successfully. 

Through international experience and peer exchange, participants will enhance their ability to develop sustainable digital solutions that contribute to the progressive extension of social protection coverage.

What will I learn?

By the end of this training, participants will be able to:

  • Understand the core concepts of digital transformation and
    interoperability and how they apply to social protection systems.
  • Apply rights-based and human-centered principles in the design of
    digital social protection services and solutions.
  • Identify the essential building blocks of interoperable digital ecosystems,
    including legal and regulatory frameworks, governance structures, data
    management, digital infrastructure, system architecture and technical
    standards.
  • Strengthen strategic leadership and management capabilities to plan,
    coordinate and operationalize digital transformation across institutions
    and sectors.
  • Critically assess the risks, opportunities, ethical considerations and
    impacts of digital transformation in social protection.
  • Leverage global insights and peer learning to contextualize international
    good practices and adapt them to national priorities and implementation
    realities.

This intensive five-day, in-person training consists of 60 total hours of
learning and offers a highly interactive learning experience through:

  • Expert-led presentations and facilitator-led discussions.
  • Practical exercises and case studies grounded in real-world challenges.
  • Group activities designed to foster peer learning and collaboration.
  • Action planning activities that enable participants to apply insights
    directly to their professional contexts
