Employment impact assessment is key to increasing the effectiveness of policies intended to promote decent jobs. In times of crisis of the kind the world is currently facing, the importance of timely and accurate assessment is greater than ever. In the light of these issues, the aim of this course is to improve the design and implementation of policies for the creation of decent jobs by building the capacity of all relevant stakeholders to identify, measure and assess the effects on employment of economic, sectoral, trade-related and labour market policies.

Groupes cibles

This course will be of particular interest to: - Government officials involved in the design and implementation of policies impacting employment, in particular the staff of ministries of labour and employment, economy, planning, education and training; - Staff of programme-management teams from private-sector entities, non-governmental organizations and community-based organizations; -Operational staff of international organizations, regional development banks and bilateral donor agencies that design or finance programmes impacting employment.

What is this course about?

The course will teach the competencies needed to make informed decisions about how to measure and evaluate the results of interventions to promote decent jobs for women and men, with focus on vulnerable groups such as youth, rural populations and informal workers.

The content provided will build on the methodologies, tools, and approaches developed by the ILO and its partners to forecast jobs creation and evaluate outcomes, such as:

  • The ILO approach to employment impact assessment
  • Employment indicators and their use according to the theory of change
  • Ex-ante and ex-post impact analysis: a wide array of methods
  • Evidence uptake in policy formulation.
