La Academia de Gobernanza Digital es un programa integral de desarrollo de capacidades desarrollado en el marco de la iniciativa Protección Social, Gobernanza y Tripartismo (SPGT) del ITCILO. Ofrece a los líderes institucionales, responsables políticos de alto nivel y especialistas técnicos que trabajan en ámbitos clave de la gobernanza pública - tales como la seguridad y salud en el trabajo (SST), la inspección del trabajo, la protección social, el diálogo social y la migración laboral - la visión estratégica y los conocimientos técnicos necesarios para aprovechar la transformación digital y así mejorar la gobernanza y la prestación de servicios. La Academia se estructura como una iniciativa transversal y multidisciplinaria, con una amplia oferta de cursos electivos que permite diseñar un itinerario de aprendizaje personalizado para los profesionales en la era digital. Los participantes explorarán las dimensiones institucionales, jurídicas y tecnológicas de la transformación digital, incluyendo la gobernanza de los datos, el uso de la inteligencia artificial, la gestión de procesos de automatización y los desafíos relacionados con la ciberseguridad y la privacidad. Los participantes que completen con éxito el programa obtendrán un Certificado de Aprovechamiento.

¿Quiénes participan en este curso?

La Academia de Gobernanza Digital está dirigida a profesionales que trabajan en diferentes ámbitos de las políticas públicas y la gobernanza - en particular en áreas como la seguridad y salud en el trabajo (SST), la inspección del trabajo, la protección social, el diálogo social y la migración laboral. Los participantes ideales incluyen funcionarios gubernamentales, responsables de la transformación digital, representantes de los interlocutores sociales, especialistas en tecnologías de la información para la prestación de servicios públicos, así como profesionales de organizaciones internacionales y agencias de desarrollo. El curso está destinado a quienes buscan promover una gobernanza inclusiva, transparente y basada en tecnologías mediante la adopción responsable de herramientas y estrategias digitales.

What will I learn?

Throughout the expert-led presentations, practical case-studies, and group discussions, participants will cover a wide range of digital topics including:

  • The fundamentals of digital governance and its cross-cutting role across multiple technical areas of expertise.
  • Digital inclusion strategies, with a focus on solutions for low-connectivity environments and populations at risk of digital exclusion.
  • Using data as a strategic asset through real-time dashboards, case-management, and evidence-based policy feedback loops.
  • Leadership skills to drive digital change, foster innovation, and overcome resistance within institutions.
  • International governance frameworks and institutional maturity models to successfully lead digital transformation initiatives.
  • Ethical and legal safeguards for responsible adoption of disruptive technologies.
  • Cutting-edge applications of artificial intelligence for predictive analytics, enhanced transparency, and a more efficient service delivery.
What will I be able to do?
  • Assess digital governance frameworks against global trends and benchmarks, country experiences, and international standards.
  • Conduct institutional digital maturity assessments to identify institutional priorities.
  • Apply priority approaches and innovations for improving the effectiveness and efficiency of digital systems, making use of well-established technologies.
  • Analyse and interpret monitoring data with digital repositories, trend analysis, predictive analytics, and visualization tools.
  • Leverage the use cases of emerging technologies such as AI, automation, internet of things and real-time monitoring.
  • Understand the challenges and complexities of adopting new technologies in the public sector.
  • Anticipate and manage institutional challenges in adopting new technologies.
Format and Methodology

The course will consist of a total of 60 learning hours, divided as follows:

  • Online Phase (15 hours): Online learning combining self-guided modules on the e-Campus platform with live sessions and expert presentations covering the foundational concepts behind digital governance.
  • Residential Phase (40 hours): 5-day intensive training at the ITCILO in Turin providing a deep dive into the most pressing digital challenges, trends, and emerging technologies applied in social protection.
  • Post-Course Assignment (5 hours): Individual work to develop an applied project combining the learning outcomes of the course.
Languages

The workshop will be conducted in English, French and Spanish and participants are therefore expected to have a good command of any of these languages.

Accommodation and transportation

The total price of this training activity includes full board accommodation at the ITCILO campus, routine medical care, medical insurance, and use of computer and internet facilities. The listed prices do not include the cost of travel between the participant's home country and the course venue. Participants are responsible for holding a valid passport and obtaining the appropriate visa (Schengen). Listed prices do not include the costs of passports, visas, and airport taxes.

Payment and withdrawal

Payment can be processed by bank transfer or credit card through an electronic payment link. The total price of this training activity must be paid in advance by the participant or his/her sponsoring organization.

If an enrolled participant wishes or must withdraw from a course, they must notify the Centre, in writing, of their decision at least 14 days prior to the start date of the course.
