Employers’ and Business Membership Organizations (EBMOs) are central to representing the voice of business as the main source of economic growth, job creation and decent work, and a key component of democratic and inclusive governance.

The Programme’s mission is to help EBMOs worldwide become the representative and effective voice of business contributing to the creation of favourable conditions for sustainable development.

We support EBMOs in:

  • increasing their representativeness and their ability to speak on behalf of the private sector
  • advocating for evidence-based, data-driven policy reforms to improve the business environment for growth;
  • becoming high performing, well-governed and resilient organizations through organizational scans, capability assessments and human resources development;
  • developing high-impact, needs-driven services; fostering long-term business competitiveness;
  • addressing environmental, social and governance challenges;
  • becoming data-driven organizations by promoting a culture of innovation that positions data at the centre of EBMO strategy and decision-making.

The Programme delivers on its mandate through a range of capacity-building activities such as:

  • Training activities (residential, at distance and blended) for representatives of EBMOs so that they can become stronger partners in economic and social development and better provide services to their members.
  • Development of tailor-made materials. Our training packages, toolkits and other resource packs include guidance materials and hands-on tools and templates, which participants can use in their daily work.
  • Advisory services for EBMOs in the area of organizational development and policy analysis (for example: institutional assessments, strategic planning exercises, membership development plans)
  • Digital transformation tools for EBMOs: CRM, digital learning platforms, legal chat bot, policy trackers.
  • Organization of large-scale knowledge sharing events
  • Facilitation of events like tripartite forums and meetings on matters related to the world of work

At ACTEMP, we deliver over 35 training activities each year to strengthen the capacity of employers’ and business organizations. Our courses cover topics such as:

We provide institutional assessment of Employers and Business Membership Organizations (EBMO) by evaluating their structure, governance, effectiveness, and impact. The assessment identifies strengths, weaknesses, and areas for improvement to enhance organizational efficiency and influence.

Development of Membership Plans
Development of Membership Plans

Members are the lifeblood of Employers and Business Membership Organizations (EBMOs), serving as their most valuable assets by providing income, legitimacy, and representation. However, few organizations have a clear strategy or a professionalized structure in place to enhance membership retention and recruitment.

Our team guides EBMO management in setting objectives and developing a structured 2–3-year plan for membership growth and development.

Onboarding for Board Members
Onboarding for Board Members

Becoming a Board Member of an Employers’ and Business Membership Organization (EBMO) is a significant responsibility that requires strategic thinking, governance expertise, and a strong understanding of membership dynamics.

Through this brief, but structured learning experience, Board members will gain insights into governance best practices, membership growth strategies, and revenue-building approaches tailored to the needs of EBMOs. Our program encourages you to think outside the box, challenge existing practices, and enhance your leadership capabilities.

Policy advisory

We provide policy advisory services to employers' organizations, helping them analyze regulatory changes, assess their impact on businesses, and develop effective advocacy strategies. Our expertise enables organizations to navigate complex policy environments, strengthen their influence, and shape business-friendly regulations. Through tailored guidance and data-driven insights, we support employers in fostering a better business environment.

Instructional design coaching
Instructional design coaching

The instructional design coaching programme is a customized coaching service designed to help Employers’ and Business Membership Organizations (EBMOs) maximize the potential of their online training platforms based on Moodle. The coaching supports EBMOs in creating, designing, and delivering high-quality online courses, ensuring that their digital training services are engaging, effective, and aligned with members’ needs.

The programme includes group learning sessions, where participants exchange experiences and gain knowledge on key instructional design principles, and individual coaching sessions, where each EBMO receives personalized guidance to develop a fully functional online course. By the end of the coaching programme, each EBMO will have designed and launched an online training course tailored to their target audience.
